Abstract
In the present paper the analytical data on the development of master’s programs in the National Research Tomsk State University in the period 2015-2017 is presented. Master’s degree is considered as a separate stage of higher education. However, it offers a great potential to transform the university. The paper represents the practical case of Tomsk State University, describing the background and the approach to a management problem. Essentially, it demands to involve programs developers into administration process. In addition, it requires analytical support of their interaction with current administration system. Case materials enable to ramp up the developers’ position as well as elucidate the gaps of the existing system of administration. Described management experiment follows the Tomsk State University’s Strategy of Transformational Control. Paper contains materials on organization of the afore-referenced experiment along with the results of its individual stages. Furthermore, it reports the logic of proposed analytical support program. An identified administrational problem along with the problem-solving within the transformational control outlined in the paper is of great interest.

Abstract
Article by type is an analytical-problem one. At present, the process of reforming the system of higher education is simultaneously accompanied by the reform of the system of professional qualifications, so the process of integrating educational and professional in the conditions of reform has many problems, the solution of which is the topic of this study. The purpose of this work is to apply a systematic approach to managing the process of integrating educational and professional standards, reflecting the set of factors of influence on the management object, as well as the main subjects of management in this process. The result of this research is the algorithm proposed by the authors of the process of educational and professional standards that will allow for forming a unified educational and qualification space in the triad of all participants in social and economic relations: the state, the higher education system and employers.

Abstract
This article is a conceptual one, its aim is to formulate the model of forming, renovating and evaluating resource base required for maser programs based on customer requirements. To achieve the stated aim the following methods were used: a) using logical analysis, authors defined the interrelation between customer requirements to education quality and resources for implementing master program; b) marketing research into customer opinion is necessary for defining requirements to education quality and discrepancies between these requirements and educational process characteristics; c) system analysis methods allowed for conducting decomposition of the global aim of the teaching process and construct the hierarchy of discrepancies between customer requirements and characteristics of the given teaching process; d) hierarchy analysis method was used for defining priorities of eliminating the reasons behind the above - mentioned discrepancies by means of resources spread. Suggested mechanism of resource spread in designing educational programs allows for defining the degree of correlation between resources supporting master educational programs and customer requirements; calculate average figures describing the gap between reality and desired level of resources for each discipline, conducting corrections aimed at eliminating these gaps by means of spreading resources according to obtained average gap numbers. In order to provide grounds for obtained results, the authors analyzed limitations and opportunities for practical use of suggested mechanism for spreading resources in designing maser educational programs. Among the opportunities we must mention increasing quality of education as a result of better fulfillment of customer requirements, presence of objective instrument for providing resources for maser programs; establishing connections between resource support and educational programs implementation results which allows for defining effectiveness of resources use. The limitations include high amount of labor required for implementing resource spread mechanism presented in the article. This limitation can be eliminated as a result of automatization of several stages of suggested resource spread process. The novelty of the article is that the mechanism suggested by the authors unlike others allows for conducing design and correction of master programs according to customer requirements as it is based on research results and is aimed at eliminating discrepancies between resource support of curriculum and customer requirements according to priorities. This allows for improving education quality in the context of limited resources.

Abstract
This article addresses the analysis of the demand in education according to the further vocational programs and requirements to the recurrence of such education for various categories of employees. An estimate of major directions of the development of the system for further vocational education is conducted, based on the topics of the educational programs, types of educational institutions, and amount of studies.

Abstract
The paper is a conceptual one and reflects the result of one of the stages of the research of regional university development, in particular is structure as the system for knowledge generation and broadcasting. This paper is devoted to the university as the integration of formal and informal associations, which equally affects changes in the higher education and science system. The academic school is viewed not only as a social group united by scientific ties, but also as an economic phenomenon in the system of generating the intellectual capital of the university. The purpose of the paper is to investigate the academic school, what role, in addition to its traditional, it begins to play (or should play) in the changing scientific world. The paper deals with the role of the academic school in the formation of reputational mechanisms in the sphere of higher education, thus, its function as a form of coercion to conscientious publishing activity, in comparison with imperative orders of the university administration, is indicated. Comparative characteristics of academic schools with other scientific communities (single researcher, department, laboratory, research groups) are given. The role of the academic school in the socialization of the scientist is investigated, while both its positive and negative influences are indicated. Some other problems connected with the hypothesis that the scientific structure of the university should be viewed as an integrative form of formal and informal associations (as an academic school) which perform the task not only of a conscientious social elevator but reputation mechanism also because of its objective characteristics. The role of the leader of the academic school is discussed. The conclusion is concerned with an integrated approach to managing the scientific potential of a university.

Abstract
The article is a review of a research into academic productivity factors and approaches to its evaluation. The search for mechanisms of evaluating and managing academic staff productivity is an important challenge for research administrators and academic funds executives. Existing publications on academic productivity cover mainly two aspects: 1) methodology of productivity measurement and 2) factors negatively and positively influencing productivity of academic staff. This article presents main ideas of bibliometric approach to productivity measurement, different productivity indicators are classified and discussed. Factors influencing productivity are subdivided into three levels: individual (age, cooperation with colleagues, interdisciplinarity, internationalization, mobility and inbreeding, educational background and initial professional experience; marital status, gender); organizational (financing, organizational culture, bonus system, access to resources, prestige of an organization) and institutional (level of economic development of the country, political factors, religion). The article discusses an opportunity of considering different factors in administrative policy.

Abstract
The article belongs to a case category. The main aim of the article is to present an algorithm of forming staff list for research and academic staff at a higher educational institution i9 the context of per - capita financing. Algorithm takes into consideration characteristics of students of each teaching program, tuition fee and workload of disciplines taught by Departments as part of curriculum. Algorithm allows for forming staff list based either on average salary of lecturers or on maximum number of positions. University executives choose one of the options depending on strategic development direction. Suggested algorithm is demonstrated on the calculations for a certain model university. Each sage is complemented with comments. As a result we get logical transparent staff list for the whole university and distribution of staff positions between the chairs. The approach is universal and applicable at any higher educational university. The article is of interest and practical importance for vice - rectors on teaching activities, heads of departments and personnel division, directors of institutes, faculty deans.

Abstract
The article is devoted to the study of modern university priority functions. The aim of the research is to identify university strategic priorities in the context of implementing socially important functions. The main research method was content - analysis of university missions. Pool included international universities with high positions in Shanghai rating (159 universities), Russian universities, members of classical universities association (47 universities). Content -analysis performed two interrelated tasks. The first was to identify the degree of manifestation of teaching, research, professional, social, cultural and didactic functions of the university in the texts of missions of international and national universities. The second was to single out priority contents in each of the named functions. The research demonstrated that teaching and research functions are declared as priorities in the missions of most universities. Missions of national and international universities reflect traditional topics for universities: social service, orientation towards advanced research, formation of academic environment, teaching students to think, training qualified staff. New topics deal with creation of education services and promoting knowledge on a global scale; conducing global research in the context of international openness and cooperation; universities’ aspiration to conduct economic and entrepreneurial activities; orientation towards sustainable development of the region; training leaders aimed at personal achievements and professional success. Russian universities are characterized by high professional content, orientation towards innovation activities and sustainable development of the region. Results of the research can be used for altering strategic aims.

Abstract
The aim of the article is to analyze the modern state of university management systems and possible scenarios of their transformation. Methodological framework of the analysis is based on G. Minzberg approach and his typology of management system structural configuration. Conducted in 2003-2005 and 2016 research in the area of organizational culture state and interviews with experts and lecturers on the topic of university management organization challenges in 2017 allowed for identifying the shifting of management systems transformation direction towards mechanical bureaucracy, which means that universities entered a degradation scenario of university management system change. Key signs of this scenario formation are: - strengthening of formalization in managerial relation at the university; - increase of social distance between university administrators and academic staff; - decrease of trust towards administration among lecturers and researchers; - decrease of organizational and structural diversity of academic environment, stronger unification of university organizational structures. The article looks into prerequisites and conditions for developing other scenarios of university management structure transformation, evaluates possible risks and opportunities. The article is of a problem type and is addressed to researchers and university executives.

Abstract
This article provides an overview of foreign literature sources related to the topics of efficiency of education. The goal of the present research is to reveal and highlight key approaches to the definition of the term «efficiency» and the ways of its evaluation if the field of education. The conducted analysis covers sources from major scientific journals from «Science Direct» and «Springer link» bases, where the foreign researches highlight the duality of the concept: as a term of engineering efficiency from one side, and the complete fulfillment of goals, i. e. effectiveness, from the other. According to the studied literature, the research has usually been driven by the demand of the reforms of the educational system to increase its production efficiency, which relates the initial parameters (like time and resources) with the educational process to achieve the desired result. Such an approach has become the leading one, which has been proved by multiple sources in this field. In the majority of cases the influence of a certain specific parameter to the expenses of the system has been considered, or the efficiency has been compared with an ideal case of the institution, which has been supposed to possess the highest possible efficiency based on some assumptions or chosen criteria. Such comparison with the best practice can be represented as a simple mathematical difference of the two efficiency numbers or, in further cases, more complicated mathematical approaches like data envelopment analysis can be implemented. Some researchers conclude that most of the known methodologies to evaluate efficiency may not be used in real life cases to develop management models, which poses the question of the overall implementation of the reforms of the educational system and their results. In a very few cases the authors consider this problem from the point of efficiency of the overall educational or research process. The conducted research has shown that the approaches proposed in foreign scientific sources do not allow to choose the proper approach to the evaluation of efficiency of education that may be applied in practice of management in the Russian educational system, including the design of its development programs.
