In the article necessity and regularity of cooperation between universities within the framework of
"northern dimension" is proved. The process of internationalization of higher education in the aspect of
humanitarisation and forming of Barents- identity is regarded. Some forms of international co-operation
between higher educational establishments in the North are described on the example of Murmansk State
Humanities University.

A new problem dealing with the management of budget in large-scale projects, targeted to found and
equip large-scale research and research based educational centers, is considered. The managerial scheme to
solve the problem is proposed and verified. Based on UNN experience approaches with the account of the
