Abstract
The article falls under research category. Methodologically it is based on theoretical image of classical university social functions formulated by "university idea". The main research method was mission content analysis. Research covered missions of 47 universities members of classical universities association. Content analysis performed two interrelated functions. The first task is to define the share of classical university main functions: teaching, research, professional, social, cultural and didactic. The second task is identifying strategic priorities on the stage of implementing abovementioned functions. The results of research demonstrated leading positions of teaching and research functions, significant role of professional function and considerable lag of didactic function. The most pronounced strategic priority in implementing teaching function is university functioning as an educational center of the region. By implementing research function university classical university is developing towards science pragmatization, innovative results of academic research. Social and cultural function is aimed at preserving cultural and spiritual traditions. Didactic function is implemented via other university functions. There is a stable tendency oriented towards personal and intellectual growth, leadership and competitiveness of students. The weak point of classical university strategic policy is service function implementation allowing university to remain competitive at educational services market. University expert activities which allow university to expand its influence over development of economic, political and social life of the country are almost unseen. Entrepreneurial function should also be developed. Entrepreneurial function development strategy is related to creating environment for intellectually gifted and mobile lecturers. In terms of cross-cultural cooperation attention should be paid to strategy of cultural exchange, as it is frequently limited to cultural dialogue. Moral development of students is not sufficiently emphasized in didactic sphere. The topic of morals should come back to the university and find its modern interpretation. This research results can be applied in reviewing university functions according to the challenges of time.

Abstract
The suggested article is of a theoretical character. It is aimed at providing conceptual justification of nonlinear development of the Russian higher education and its macro-regional model that would be able of gaining expert trust of researchers and practitioners in terms of its theoretical design and experimental approbation. The aim of the article is to analyze existing situation in the Russian higher education and identifying opportunities for implementing its nonlinear model in the region (macro-region) as a factor of its development. According to the suggested hypothesis existing linear model of higher education in Russia does not meet the requirements of international and European state of affairs in this field, and also fail to satisfy social needs and expectations of a larger part of academic and teaching community, students and population of the country in general and regions in particular. The article presents comparison criteria for two higher education development models: linear and nonlinear and demonstrates their differences and limitations. Characteristics of the system and institution of higher education in linear and nonlinear models are given. Authors draw attention to different interpretations of the role and functions of management linear model of higher education gives special attention to interaction of main educational communities: academic teaching community and students as well as the need for their participation in university management. The novelty of the article is in providing justification for nonlinear development concept of the Russian higher education in the context of economic and social uncertainty and the proof of the necessity of its experimental testing at the level of macro-region.

Abstract
The article analyzes new trends in the development of secondary and higher education that in the next 20 years will form brand new image of educational system. Authors show that transition to overall higher education leads to decreased value of higher education in developed countries which will be the first to complete this process. In the developing countries the value of higher education will increase as well as the amount of foreign students at prestigious universities in the USA, Great Britain, Germany, France and other countries with modern higher education systems. At the same time exponential growth of student communities in developing countries will force universities in these countries aim higher in international ratings by massive invitation of lecturers from the leading universities and significant increase of their salary. As a result university costs all over the world will grow rapidly. At the same time more important role will be given to massive open online courses that can help in decreasing costs growth on the one hand and on the other hand lead to reshuffling of all higher education architecture.

Abstract
The present paper is categorized as a research paper. This paper proposes original methodical support for practices for Federal State Standards for Higher Education based on essential properties of competence: cross-disciplinarity, polyvalence, and cumulativity. Such practices consist of: basing contents of assignment corpora on taxonomies of curriculum study results founded on persistent skills in universal cognitive operations; methodical directions on developing technological competence formation roadmaps accounting for labour input for independent study; methodical directions on quantitative grading of competence levels using the accepted grading system. The proposed practices of methodical support for Federal State Standards for Higher Education allow for creative and well-grounded formation of modern educational methodologies that combine diverse types of graded assignments while also accounting for total labour input and planned labour input for independent study. The proposed recommendation and materials can be used for development of course documentation for Federal State Standards for Higher Education.

Abstract
The aim of this research article is to systematize peculiar features of legal regulations of awarding and dispossession of particular university categories in the Russian higher education system as well as separate advantages received together with a certain category. On the basis of legislation norms analysis the authors for the first time look into the opportunity of rotation procedure for universities with peculiar status, federal universities and national research universities. The research demonstrates the presence of legal basis for rotation procedure only in case of national research universities. Besides that the analysis of legal norms allowed for identifying peculiar features of functioning and financial support of activities of universities under research, including the format of per capita financing.. Identified peculiarities of functioning and preferences of financial support are defined as potential losses incurred by the dispossession of "national research university" category. In the conclusion author formulates recommendation for making decisions concerning the category "national research institution" for all its holders as well as questions for further research in the field of institutional landscape management in the field of higher education in Russia. The article is of interest for higher education management, educational administration bodies and researchers in the field of higher education system development.

Abstract
International processes in academic informational space require not only a total increase of teaching and academic staff activities but the Institute right understanding of lagging behind international trends. The aim of this research article is to evaluate researchers' intellectual basis using the analysis of key words from almost 30000 publications by authors from two Russian universities during the period from 2010 till 2015. One of the universities participates in 5-100 Project and the other is a pillar regional university. The research identified several patterns based on frequency and character of key words use and singled out problems hindering the access of Russian authors to international discussion platforms. Authors conducted analysis of dependencies of publication activities in economically developed countries including Russia. They have identified dependence of this indicator and GDP indicator. It should be mentioned that Russian researchers have on average 4,5 times less publication compared to other countries under comparison. This demonstrates objective growth reserve. Authors do not claim full coverage of all factors hindering the management of dynamic development of publication activities at universities. At the same time the article formulates the main strategic and tactical managerial measures facilitating this process, such as: turning research basis towards international academic thinking mainstream; eliminating discrepancies in academic research management; using advantages of a between university branch specialization and publications of its researchers; stronger individualization of universities; transition from general topics to specialized ones; creation of publication service, etc. It is of interest for academic managers as allows for making conclusion concerning present state of affairs as well as for researchers and teams willing to take an active part in forming relevant academic list of topics.

Abstract
The proposed work is a research paper. The goal of this paper is to study the system of partner relationships between universities and small innovative enterprises from the perspective of co-marketing and the development of recommendations aimed at their improvement. These recommendations eventually contribute to the development of the commercialization of intellectual activity results of universities on the platform of innovative firms. The paper includes an analytical review of the dynamics of creation of university spin-offs in the Russian Federation at the present stage, the theoretical generalization and the author's understanding of the issues of co-marketing with respect to the dyad "University-innovative company", a description of the study made by the authors, including its main stages, hypotheses, questioning results of small innovative enterprises managers, as well as the results and conclusions. The methodological basis of the research are conceptual bases of co-marketing, as well as statistical methodology for testing the significance of hypotheses. The study found out that the co-marketing strategy in a dyad "university - innovative company" can provide much better results of activity of both actors, including the growth of customer loyalty. A university has the capacity to implement of substantial foundations of alliances in various areas of activity, including as part of the promotion of innovative products (services) of innovative companies. Herewith currently it is marked the lack of attention of universities to the problems of innovative companies. A set of measures which was designed in the paper can design the conditions for further development and creation of new innovative companies on the platform of universities. The value of the paper is in a fundamentally new interpretation of issues of creation of innovative companies by universities. The interpretation is based on the application of the concept of modern marketing, which is the most valuable to the specialized departments of universities in charge of public relations.

Abstract
The work purpose - the analysis of scientific productivity of universities based on methodology of the institutional economic theory. Novelty of work is that the author's technique of a quantitative efficiency assessment of scientific productivity for universities is developed, in difference from known, allowing them to reveal the problems of institutional ensuring scientific activity. During research system, logical and economic analysis methods were applied, when processing empirical information methods of the statistical analysis, correlation analysis were used. As a result of research institutions for scientific productivity of university were identified, criteria of efficiency of these institutions are offered. Universities of Ural federal district were grouped in parameters of quality of institutions of scientific productivity (including to existence of effective institutions, institutional traps, institutional dysfunctions).

Abstract
The problem of research environment low level is one of the key obstacles on the way to higher competitiveness and attractiveness of Russian universities at the international academic market. The article presents the results of a study aimed at identifying problem areas in the research environment of Tomsk Polytechnic University and processes for further analysis and investigation in order to identify limiting factors. The present study is the first step towards the development of mechanisms for managing university research environment. The study was performed in several stages. First, a survey with structured questionnaire was conducted among the employees of Tomsk Polytechnic University, and the results of the study of the current state of cooperation with Russian-speaking scientific diaspora were analyzed. As a result, three main problem areas in the scientific sector in Russia and TPU, in particular, were identified, they are: Bureaucracy, Supporting research activities with resources and integrated system of scientific research results commercialization. Further, an analysis of structural units of TPU and their functions in the context of specific problem areas was performed. Then a cause-and-effect diagram of problems in the research environment was built. Finally, the processes in the organization of TPU activities for further analysis were identified in order to develop management mechanisms for research environment improvement. Limitations of the study lie in the fact that the survey was conducted only in one university, and only 25 questionnaires were received, which, however, conforms to the format of operational research. The results of the study will be used in further work on the development of research environment at the university. The value of the article is, above all, in the proposed methodology of the evaluation and analysis of the research environment consisting of several stages, and the practical relevance of the methodology: it can be applied to any university interested in improving efficiency of management of the processes related to research activities.

Abstract
The article falls under conceptual category. The aim of the article is to formulate strategic ways for improving university managerial skills and identify tasks of university network environment in order to perform educational services innovation development principles and creation of their competitive advantages. It requires defining the place, peculiarities and levels of managerial knowledge, present a concept vision of information complexes of university corporate information system and overall managerial knowledge model. Methodological basis of the research is interdisciplinary approach. The authors performed theoretical summary of academic publications on knowledge management, university management, analysis of national informatization standards. Practical importance of the research is seen in form of overall model of university managerial knowledge model, recommendations on the content of this model and the structure of corporate information system in managing strategic, tactic and operational university processes in order to provide them with direction and implement key university competencies. Areas of using overall university managerial knowledge model lie not only in process management but also in uniting technologies of managing knowledge, subjects, management levels, internal processes and external environment in a corporate information system of the university, in the opportunity to use network communication with educational services consumers for their informational development. Results and materials of the research formed the basis of network environment improvement at Kazan National Research University named after A. N. Tupolev. Suggestions made on the basis of research results can be used in modifying corporate information system on the basis of process module approach and in organization of student centered teaching. The input of the research into university management theory and practice is in providing strategic understanding of university network environment role in knowledge management and managerial innovations development. The value of the article lies in a theoretical conceptual approach to organizing university managerial knowledge in network environment that is based on Russian empirical elements and practical experience of the author that can be useful for strengthening competitive advantages of educational services. The article is of interest to practitioners in the field of university management informatization in higher education. The article offers conceptual judgements and practical recommendations. Therefore in future researchers can conduct more detailed empirical research in the field of corporate information system informational complexes.

Abstract
This conceptual article discusses models of modern university governance. Lately Russia witnesses the growing popularity of shared governance which is seen as one of effective governance models at universities. Russian researchers suggest different interpretations of this concept, including divided governance. Despite widespread usage of shared governance among university administrators, mechanisms and practices of effective governance remain unclear in Russia. Those who are willing to introduce shared governance at their universities face questions of what is shared governance and how it operates in everyday life. This article will analyze existing interpretations of shared governance, its main values and actors. It will also consider its impact on university efficiency and productivity. This article is based on the results of research project implemented by the European University in St. Petersburg in 2015. The project aims to analyze governance models at selected Western and Russian universities. This article presents the conceptual discussions on shared governance in academic studies and reflects on benefits and costs of this model. In the conclusion, the potential impact of shared governance on university efficiency will be considered. The main argument of the article is that there are multiple interpretations of shared governance which should be counted when transferring into or adapting it to a different institutional and cultural context.

Abstract
The paper is devoted to the concept of information system, which describes processes for obtaining competencies, employment and curricula management in the environment "university-student-employer". To create such a system, the authors suggest: 1) linking employment with the process of obtaining competencies through the development of a common ontology of competencies, which should combine educational and professional ones; 2) developing a feedback process that affects the content of universities curricula by means of monitoring employment and obtaining competencies processes. Research methodology of suggested project is based on the combination of competency approach to processes description and information systems approach to implementation. There is proposed to develop mathematical and informational models, which should describe professional competencies obtaining and employability of graduates, and to test them on real data. Intuitively not questioned the fact that the development of relevant curricula is an essential tool for improving the efficiency of employment of graduates. In this context, the development of a comprehensive model describing the processes in the environment "university-student-employer" on the basis of competency approach, is of great scientific and practical interest, as it provides the prospect of creating a fundamentally new tools of curricula formation. The novelty of the problem is a fundamentally new approach. It is to join universities, students and employers by means of general parameter "competency". Also there is a new problem of formalization of educational and professional competencies in a single ontological model. The implementation and use of such a system will allow the university to increase significantly the quality of their educational activities.

Abstract
The article falls under research category and contains results of a monitoring of the composition and content of modern Russian university department heads. The aim of the article is to analyze the changes in the composition, describe the ways of improving efficacy of managerial activities of department heads on the basis of changes in activity priorities. Methodical approach. In order to evaluate peculiarities of department heads activities the article provides a comparative analysis of the contents of their activities based on special monitoring conducted by the authors in 2003 and 2015. The aim of the monitoring is to evaluate the changes in the composition and content of Russian department heads and identify measures necessary for organizing effective department activities as a key element of university management system. Monitoring conducted in 2015 covered 350 department heads from 24 universities from different cities. Research experts team included 30 experienced representatives of university management from 20Russian universities. Results. Monitoring results demonstrated significant changes in the department heads composition and form a general vision of a modern Russian university department head. We should mention extremely unfavorable age characteristics of department heads, their ageing and negative influence of this process on dynamics and chair management, creation of strategic personnel pool for perspective deans and rectors. At the same time monitoring results demonstrate that department heads have significantly higher academic potential and managerial experience than in 2003. Based on the results of interviews with department heads and experts the authors suggest measures for improving efficacy of department management in the following areas: strengthening the role of departments in university management system, office work rationalization, improving qualification, workload stabilization, improvement of department heads salary system, etc. Limitations and possible consequences of the research. Russian education system reform brings considerable changes to the composition and content of department head activities at Russian universities. That requires systematic monitoring of composition and content of department heads activities at different levels. One can conduct such monitorings on the basis of designed and tested questionnaire allowing to describe department heads according to such criteria as age, gender, marital status, academic and teaching experience, years at the university, years as a department head, academic degree and title, upgrading qualification, etc., as well as in such areas as chair personnel management; department functional processes management; organization of own work process, etc. Such monitorings allow for identifying reserves for improving department heads activities, identifying strategic areas to concentrate on during organization of teaching process, academic activities as well as cultural and didactic work with students. Value and originality of the article. Materials of the article containing results of specific research in particular in the field of peculiarities and ways of improving department heads activities are of interest to department heads and those they interact with: rectors, vice rectors, deans and lecturers.

Abstract
This article is devoted to the problem of the development of sports infrastructure in higher education in Russia. The main purpose of the article is to develop the model of public-private partnership in the projects dedicated to the development of university sport infrastructure. For this purpose, different models of public-private partnerships in creation of sports infrastructure in universities abroad were examined and two scenarios of construction of the university sport infrastructure on the basis of partnership of sectors in Russia were offered. Systematized their strengths and weaknesses, we had determined the most preferred option for development of university sport infrastructure based on partnership in conditions of limited budget financing of universities in modern Russia. Hypothetical model of such collaboration between public and private sectors in order to built university sport infrastructure was portrayed for the St. Petersburg campus of HSE. Survey results help to solve the problem of a low provision of sports facilities, which has a negative effect on the development of sport in higher education. The study can be useful for a university management as well as for government officials in the field of higher education in Russia.
