Abstract
Each modern university has to take into account changing factors of external environment and timely adapt the elements of internal environment providing a stable position in the educational market. Budgeting system is associated with all elements of internal environment and has a high degree of adaptability. In order to provide more efficient use of budgeting as a university management tool, it is necessary to review environmental factors specific for educational and scientific organizations, and to develop the method of selecting optimal budgeting characteristics in the prevailing external conditions.

Abstract
The article considers the basic functional cost analysis, the use of which in the process of strategic management of the scientific-educational activity of the University contributes to the improvement of its efficiency. It reveals the important role of the expert methods in the management of Technical University internal processes on the example of the Department. Abstract
The article contains a review of English-language papers analyzing the context of the appearance of university rankings, their ideology, and effects on the education system. Rankings are viewed as a manifestation of managerialism, "audit culture", as a result of the application of market principles in education. Analysis in terms of M. Foucault and P. Bourdieu shows, that rankings reinforce the existing hierarchy and inequalities between universities and on other levels of education system, as well as unify universities. Most effects of rankings are either negative for all universities, or produce "Matthew effect", which means that successful schools become more successful, and the position of "weak" ones become even weaker.

Abstract
The article is devoted to the analysis of the Russian higher education monitoring system performance criteria. It describes the rules of the monitoring and main characteristics of higher education system which are evaluated by monitoring performance criteria. It also considers indicators that are used in foreign education monitoring systems to describe analogous characteristics of higher education. The author suggests ideas on using additional indicators for more detailed description of the characteristics of higher education considered in Russian monitoring.

Abstract
We present the results of employment monitoring of graduates of PhD programs in natural and precise sciences. A comparative analysis is given of the distribution of the graduates with a PhD (Candidate of Sciences) degree and those having no such degree with respect to the types of their activities, groups of occupations, and positions. The influence of the degree on the graduates' professional career is examined.

Abstract
Freelance as a form of self-employment of students is becoming more common in the structure of Russian universities, as this type of work gives more freedom for applying theoretical knowledge in practice. A special role in this process is played by material interest of working young people. In order to identify the specifics of freelancing in the student's environment sociological survey was conducted on the basis of the Penza State University of Architecture and Construction.

Abstract
This article deals with the algorithms of formation of the state task project for the vocational education system for the training of specialists in order to provide necessary staff for regional economics in the context of lack of candidates. The article proposes solution of the problem of potential entrants' distribution in conditions of their shortage by means of subdividing them into groups of larger specialties based on the designed system of placing educational and economic emphases.

Results of the sociological analysis of educational resources of managing temporal behaviour strategies of students are presented. Characteristic features and contradictions of temporal behavior of students are shown. Conditions and possibilities of forming and regulating temporal behaviour strategies in the educational environment are identified.
