Abstract
The article describes author's research in the field of higher education institution functioning in the context of normative financing and admission of fee-paying students. The article offers solutions to the problems related to achieving break-even point when functioning in the context of providing benefits for fee-paying students, using extra teaching space to increase the number of students and cost-cutting on permanents expenses. In order to obtain necessary results the author constructs three models allowing for determining financial position of the educational institution and using developed algorithm of simplified calculation of per-capita normative financing that correlates with basic layouts of its practical definition. Model results demonstrate that in the context of normative financing provision of benefits for fee-paying students weakens financial position of the institution, increase of teaching space for new students leads to financial deficit, coat-cutting on permanent expenses is possible only when they are firmly fixed and a certain number of students is achieved. Further research can be conducted in the field of correlation between the size of permanent costs with break-even point and construction of a model to reflect financial position of the institution in the context of single format of financing without taking into consideration individual peculiarities of functioning. Models developed and results obtained can be used by higher educational institutions as a basis for introducing benefits for fee-paying students and optimization of teaching space usage.

Abstract
Mobility of school graduates predetermines differentiation of higher educational institutions on the basis of entrance resourcefulness of candidates. Higher educational institutions must follow normative requirements on "graduates profile employment" coefficient stated without realistic understanding of efforts on upgrading the level professional preparedness. In order to appreciate reals higher educational institution efforts on providing graduate employment we need to consider high entrance potential of candidates and increasing readiness to remain in the profession during study. The type and importance of these factors for the proportion of profile employment and graduates' competitiveness form the basis of scenario prognostication of graduates' division according to forms of employment and result of professional potential actualization. The results obtained lead us to the conclusion on necessary changes in the approach to stating normative coefficient of "profile employment" considering regional parameters of labor market, level of candidate training and efforts made by the higher education institution to improve the situation.

Abstract
The article suggests the concept of transparent informational environment at the labor market as one of the instruments for upgrading efficacy of higher educational institution functioning. The aim of the article is to analyze foreign experience and using the analysis as a basis describe the concept of transparent labor market informational environment which facilitates creation of new communication system between labor market participants, educational services market, community and public/professional organizations. Research methodology is based on the elements of informational theory in the field of creating new and upgrading efficacy of existing communication channels. The authors suggest approaches increasing efficacy of information usage (pragmatic measures) and decreasing unawareness of end - users (syntax measure). Methodology includes elements increasing the growth of informational structure and lead to positive changes in the structure of economics, labor and education. The concept is based on the thesis of free access to information and its distribution. The article consists of introduction, four parts and a conclusion. The first part unveils the concept of labor market transparent informational environment from the point of view of a higher educational institution. The second part shows modern educational challenges as seen by higher educational institutions, in particular problems related to students' behavioral peculiarities during enrollment stage. The third part transparent informational environment is presented as a perspective managerial solution for a higher educational institution allowing for upgrading efficacy of informational channels between local educational services market and regional labor market. The fourth part explains the idea of implementing transparent informational environment at the university platform.

Abstract
The category I23 "Higher Education. Research Institutions" appeared in the Journal of Economic Literature as a field of JEL classification in December of 2004. The share of this field in the total amount of the EconLit records rose from 0.2% in 2004 to 1.8% in 2013. This fact marks the growing interest of researches to the problems of higher education and research institutions. The new directions of scientific research are able to occur on the intersections of subject fields. Thus the aim of our paper is to give a revue of new directions of economic research that have arisen on the intersections between the field I23 and the fields which are the subdivisions of the JEL general category C Mathematical and Quantitative Methods in 2006-2013 years. In order to achieve this aim we use bibliometric analysis, the EconLit records with the code I23, and the abstracts and texts of corresponding publications. We present 24 new directions of research, which include 105 publications, as well as brief comments for 29 works. The leaders with 17 works in the list of new directions are the intersections with the following two fields: 1) C51 Model Construction and Estimation, 2) C78 Bargaining Theory, Matching Theory. Thirty-seven codes of category C are free for intersection with I23 in order to develop new directions. The analysis shows the tendency to use not only separate techniques but also the complexes that include the combination of different models, software and means of data mining.

Abstract
The article analyzes publication activities of seekers of D. Sc. at Russian Universities. At present academic research are becoming a priority activity for higher education. Due to that candidates and seekers of D. Sc. at the university deserve particular attention as important assets of this university in the future. Academics present their research to the society by means of publishing articles, monographs, and conference articles. Therefore publishing activities of the researcher are very important in evaluating his performance results. At the same time we see growing requirements from the HAC to the number of publications made by seekers of academic degrees. This has caused the need to evaluate publication activities of D. Sc. seekers. We used data provided by dissertation councils in the electronic form of annual reports. Publication activity was also evaluated on the basis of the data provided by electronic resources eLIBRARY.RU and Web of Science. In order to evaluate "post-defense" publishing activities we compared D. Sc. seekers employed by higher education institutions and research institutions who defended their doctoral theses in 2010. The article presents quantitative analysis of D. Sc. seekers publishing activities before and after defending the thesis. Research on "pre-defense" publication activities shows that age does not determine the number of publications by D. Sc. seeker. Publication activities on the topic of the thesis begin when decision on its preparation is made. Preparing the thesis usually takes 6-8 years, as a result irrespective of their age D. Sc. seekers have approximately the same number of publications required for defense procedure by the time of the defense. In 2014 average number of publications by the time of the defense was 53, 19 of which were publications in periodicals recommended by HAC. The numbers are very different for different branches of science (for example total number of publications for sociology is 42 and for geology and mineralogy - 72).The number of further "post-defense" publishing activities for D. Sc. reaches 90% of those who defended the thesis. 50% of seekers employed at higher educational institutions and 70% of those employed at academies of sciences have active publishing life with about 304 publications per year during "post-defense" period. Analysis of publication activities of seekers according to the quotation base of Web of Science demonstrates high level of activity for natural sciences both before and after the defense of D. Sc. thesis. We plan a total research of publication activities on all D. Sc. seekers during several years. Presented information can be useful for those involved in top academic staff attestation system and D. Sc. seekers. This is the first ever conducted research on publication activities of Russian D. Sc. seekers. Obtained results allow for evaluating the current state and science development perspectives on the level of preparing D. Sc.. theses and "post-defense" publication activities of those successfully defending their theses.

Abstract
The article falls under conceptual category and is devoted to state-of-the-art in university scholar publishing in Russia and its prospects. The paper aims to analyze the modern system of scholar periodicals in Russia, mission and prospects of scholar journals from the point of view of universities as its founders. Fundamental changes in Russian universities and in scholar publishing in last few years make this aim valuable. The study presents a brief historical review on international system of scientific publishing and analysis of its current state that is necessary to evaluate the place for Russian scholar journals in it. The authors discuss functionality and goals of university scholar journal in modern conditions. The necessity to create a new management system for university journals was stated; the example of such system in Peter the Great St. Petersburg Polytechnic University was presented. The paper gives specific recommendations on scholar journals modernization, separation of publisher's and editor's roles in university, maintenance of publication ethics. However, the paper introduces a new approach to scholar journals: authors analyze its mission in the university, the balance between university's and journal's interests, the relationship between the university as the founder and the editorial team.

Abstract
This article describes the experience of Vladivostok State University of Economics and Service in staff policy on the example of open competition for academic and teaching positions. The aim is to look at approaches to solving staff problems at regional institutes. Today staff quality defines the quality of university performance. Staff selection is one of the main tasks for university management. In order to solve this problem concrete tasks for competition were formulated and solutions to each task were suggested. Tasks stated in the article were described by means of labor market analysis in the field of education, summing up experience of leading Russian universities in head hunting in Russia, conducting interviews with newly employed lecturers aimed at defining factors influencing the choice of an university, motivation and ways of looking for a job in an academic environment, use of expert evaluation method. As a result of using different staff management instruments the University managed to create an alternative competition, conduct rotation of about 10% of academic and teaching staff, increase the percentage of lecturers with academic degrees and lower average age of academics and lecturers from 47 to 42 years. Conducted research in this area will help other universities attract lecturers from external environment including other regions, ensure inflow of new ideas, create new academic trends and schools. In terms of academic novelty we should point out introduction of matrix as academic and teaching staff selection criterion. This matrix is formulated in terms of performance coinciding with lecturers' effective contract terms. В качестве научной новизны статьи стоит выделить внедрение матрицы как критерия подбора. In order to broaden the horizontal career opportunities outside the traditional position of an associate professor it introduces research associate professor and business consultant associate professor. Each of the new positions has its own effective contract form according to its title. The University sees this project not only as an important step towards developing its own staff potential, but also as an input into the development of the city and Far East region, which faces an acute problem of brain drain among qualified staff.

Abstract
The aim of the article is to describe the results of the experiment on developing and implementing informational system of personnel stimulation for those staff members not involved in teaching. The article gives a review of a current situation in the field of labor stimulation at higher educational institutions, describes expert evaluation of performance criteria and their groups by heads of departments. This information was processed using DELPHI method. The article suggests informational system for personnel activity monitoring, describes its algorithm and illustrates data flows with the help of DFD diagrams. Statistical analysis of this system implementation is also presented. The outcome of the work is the informational system of personnel stimulation, set of performance criteria and evaluation of its influence on the work of personnel (for example during the first 9 months of system implementation activity of advanced personnel members increased 67%). Further areas for research are: more detailed analysis of relation between the system and form of effective contract, upgrading the list of personnel performance criteria (mainly according to the specific features of the departments), improvement of personnel attestation system and career promotion schemes, development of a subsystem for executive performance evaluation. Introduction of a system is possible at every higher educational institution provided it has additional stimulation funds for personnel not involved into teaching activities. Support of the head of the higher educational institution is necessary for introduction of such systems. The importance of the article is in the suggested model of personnel activity evaluation which takes into consideration achievements and faults of staff members not involved in teaching during a certain time period. That would allow for creating rating list and allocating quarterly stimulating bonuses on the basis of rating evaluation. The article suggests information system for transparent calculation of stimulating bonuses. The article describes decomposition of personnel labor activities which singles out 5 areas: security and fire safety; labor discipline; performance discipline; intensive work; and work quality. The article gives a list of possible evaluation criteria including 43 universal criteria not related to activity type and 70 activity-specific criteria. The article is of interest for vice-rectors on economics and those responsible for personnel stimulation at higher educational institutions (and other budget organizations).

Abstract
The article falls under review category. Its aim is to systematize and analyze forms of student mobility and instruments of its state support in the Russian Federation in comparison with international approach. Existing international and national ratings, university performance efficacy monitoring include academic mobility. However it has not yet been identified as a management object and requires systematization and description in order to unify practice and development of various mobility implementation instruments at one educational institution. The article suggests integral classification of international student mobility forms on the basis of the following criteria: aim of mobility, period of mobility, institutionalization of mobility, inclusion into the teaching process. According to this classification the article systematizes existing approaches to student mobility implementation and instruments of its support in the Russian Federation in comparison with international practice. Relevant statistical data is provided. As a result of a review the article attempts to formulate single picture of existing trends in the field of student mobility support and development in the Russian Federation. Authors see that incoming mobility is the most developed type in Russia: it is aimed a obtaining full course of higher education and there is a working mechanism of its state support. Development potential for short -term mobility in the form of inclusive education and joint programs is implemented in a small proportion and is based on the system of agreements between separate institutions. State regulation is required to eliminate existing barriers. In particular it is necessary to broaden the network of partner institutions in the regions, develop modular teaching process, create competitive semester - long programs in foreign languages in the field technical sciences, humanities and natural sciences. It is also necessary to improve infrastructure and social support at the universities and upgrade level of life. We need further research into the existing practices, barriers and opportunities for each type of student mobility and also systematization of international experience. The question of real results and effective student mobility for students, educational institution and country in general remains open. The article sees complex social and economic phenomenon of student mobility as a management object and instrument of achieving educational goals. It is related to growing incoming and outgoing academic mobility, need for its planning, regulating, control and integration into the teaching process of the institution. The article is of interest for university specialists in the field of international activities and all lecturers involved implementation of programs with international component.

Abstract
The article looks into new trends in the field of education export and strengthening competition at the international educational services market. Countries that traditionally supplied student for international education market started to attract students from abroad. National strategies of China, South Korea, Malaysia aim at increasing the number of international students. At the same time leading exporting countries soften migration laws in order to support the increase of international students coming to their universities. In this context Russia has not yet come up with a program for Russian education promotion whereas new enrollment campaign is threatened by geo-political and financial situation.
