Abstract
This article focuses on the financial position of students in the Czech Republic, Hungary, Poland and Slovenia. It explores both policies and developments in the area of tuition fees and student financial support and particularly addresses the question of how these four countries deal with the increasing demand for higher education in a situation of limited public resources. In many countries around the world, students have been required to contribute more towards the costs of higher education. Often this is referred to as 'cost sharing', which is defined as «the predominant development towards a gradual transfer of the financial costs of higher education from governments towards the students and their families». Because public funds in the four countries are limited, it is likely more emphasis will be placed on cost sharing in order to meet the growing demand for higher education.

This paper explores five questions: What are the theoretical and practical rationales for shifting some portion of the higher educational cost burden from governments and taxpayers to students and families? What are the theoretical, political, ideological, practical or strategic bases for resistance to this shift? What is the impact of increasing cost burdens on student enrollment behavior? What is the higher education cost burden currently being borne by the student and family in various countries, and what is the recent increase in these costs being borne by students and families, as opposed to governments or taxpayers? What policy tools-are being employed to increase accessibility, and what is known of their efficacy?

Abstract
The essay highlights the problems of accessibility to the Higher education and its correlation with the level of the learners' pre-university preparation. The experience gained in course of the implementation of the said objective is presented through the analysis of the activities within a special university division - The Regional Center for Continuing Education. The system of pre-university education created in the framework of the Center ensures a quality preparation of school graduates for further education at Higher Institutions. This is realized by means of successive education programs and training technologies, differential and individual-orientated approach, as well as socializing of school students.

Abstract
Accessibility of higher education at a great extend is determined by the degree of development market institutions as well as peculiarities of fulfilling state regulation in the following sector of economy. State regulation may influence the structure of market in long-term and short-term period. A practice of development educational systems abroad shows that the market solving the problem of efficiency frequently intensifies the meaning of the problem of higher education accessibility. Expansion of higher education accessibility is a key problem of government regulation while the market would provide efficient functioning of the whole system.

Abstract
This paper aims to answer the following questions about undergraduate higher education (HE) in Slovenia: does the current system of funding assure equity and efficiency? Is it necessary and possible to increase private investment in higher education? The paper starts with a description of the broader context looking at educational capital and external efficiency of investment in education. It continues with an overview of the higher education funding system in Slovenia that examines public expenditure on education and describes the division of costs among the different actors. The paper then turns to its main focus on equity and efficiency in Slovenia's HE funding system and the economic ability of undergraduate students and their parents to increase their private investment in it. The "core" of the paper is based on the extensive empirical research that recently has been carried out by the Institute for Economic Research in Ljubljana in collaboration with the Statistical Office of the Republic of Slovenia.

Abstract
The author of the given article brings up a question - who has access to higher education. From the one hand, a high level of standard of education increases economic potential of the whole society and from the other hand, it increases common weal, social statues and contributes to overcoming inequality. However as a factor of social mobility education can appear only in the case if children from low-income families would have an opportunity to get better education and higher incomes than their parents did.

Abstract
In the first part of the article there are presented researches that focused on impact analysis of social and economic differentiation of population on accessibility of higher education. The second part of the article represents works where the main subjects are institutional factors that influence differences in opportunities of getting higher education for all sorts of categories. And finally in the third part of the article there are presented digests of the projects devoted to peculiarities of the problems of accessibility of higher education for separate social and territorial groups: inhabitants of national autonomy of Russian Federation, disabled, immigrants.

Abstract
The article presents the results of research into the issues of accessibility of higher education for people with disabilities in Russia. The main obligations of the state are considered, the conditions and mechanisms of higher education policy in relation to disability are discussed. The authors analyze the data of current research conducted in Saratov, Samara and Chelyabinsk. Survey and in-depth interviews with teachers, administrators and students have been collected in order to reveal the conditions of study of the disabled students in several settings, which differ by the degree of inclusion. The research shows that inclusive physical and social environment has positive impact on the attitudes towards students with disabilities, as well as attitudes of university management towards issue of integration.

Abstract
The quality of education is a result of university activity in different spheres. The process of its increase to the level of modern and perspective requirements needs legible management that is based on system approach and considers all factors influencing on study results. The article presents these basic factors and there were formulated their role in providing prospective results of an education. The authors make a conclusion that for increasing quality of education it is necessary to have an appropriate resource provision because without it there is no choice to succeed in education modernization and became a participant of Bologna process on equal terms.

Abstract
Management of the quality of teaching/learning process and teacher's activity is the main part of the system of educational quality management. Teacher needs to have some new pedagogical competencies, which correspond to modern educational paradigm. University teachers are not motivated in development of their pedagogical competencies. It is possible to raise the level of teachers' motivation by generalization of students' opinions about the quality of educational process. Students polling about the educational process quality and detailed analysis of the results is a diagnostic stage, which helps to realize the individual approach during the teachers retraining. To raise teachers' qualification in accordance with modern educational paradigm is to manage educational process quality.
