The article reviews the status and prospects of the international networking of Russian universities in the implementation of joint educational programs with partner universities in different regions of the world

Article has for an object to describe the main directions of legislative support of leading higher education institutions of the country. It is shown that development of legal system of Russia is directed on rapprochement of national and international legal approaches

Results of survey concerning future of higher education in Russia in the time horizon to 2030 are presented; 730 experts from 39 cities in Russia, working in higher education (representing 79 universities), government and business are participated in this Delphi. Experts consider that situation in Russian higher education will be determined by competition between four scenarios of country development: commodity dependence, catching up modernization, local leadership, cognitive society. A map including seven possible critical situations for higher education in period to 2030 is submitted. In expert's opinion, critically low quality of entrants, stagnation of higher education and science within the bounds of commodity dependence script can become most expected and significant situations.

The purpose of this paper is to illuminate main tendencies in forming the human capital in the light of Educational Reform in Russia, which was initiated by the Bologna Process. The study applies to the problems of universities as well as to issues of labour-market adaptation. The relevance of implementation of human capital managing system is considered in the network of educational changes
