FINANCIAL MANAGEMENT AT THE UNIVERSITY: RESEARCH AND PRACTICES

Abstract
The article is the research paper, with case elements and illustration of specific calculations based on the developed model using the data of a pilot university. Its goal is to form a model for decision support system for the effective use of the institution’s property, investigate the model for specific university’s data and propose recommendations for improving the effectiveness of the university as a whole. The problem of analyzing the budget sufficiency for maintaining the university’s assets and ensuring its current activities is examined in the paper, as well as the opportunity of increasing the efficiency of the use of property. The model is proposed for decision support system for the property of the institution. This model is formed from several submodels: «educational activity», «scientific activity», «living activity», «expenses», «development of the property», and «budget». The model can be used for simulation «what if» analysis of different scenarios of the external and internal parameters (in particular, to estimate the achievement of the strategic goals of the university) and forecasting the results of activities. The methodological basis of the research included general scientific methods, such as analysis and synthesis, modeling and classification, as well as methods of decision theory. Simulation calculations allow us to identify the most significant factors in the impact on the financial result of the university. In particular, for the scenario of high degree of occupancy of premises, the growth in the number of students (admission control indicators) requires the construction of new buildings under current operating conditions and is possible only with the support of the state. The scenario of increasing the efficiency of the use of property makes it possible to achieve the growth of the target indicators of the university without additional investments from the state. For the scenario of a decrease in the contingent of students, the model allows the estimation of the necessary amount of optimization of the specific economic parameters for the formation of a no-deficit budget. The complex covers the educational and scientific activities of the university, the formation of a timetable for students and the occupancy of audiences, maintenance of rooms and hostels, as well as the budget of the university making the developed model new. It is expected that this approach is applicable for different institutions of higher education. The application of the model for the conditions of specific universities will allow their management to set the parameters for the development of the university for the goal-targeted approach for the development. In the future, researchers can develop the model under detailed empirical data, taking into account the variety of internal and external factors. The results of this study van be of practical importance for vice-rectors on economics, administrative affairs, heads of financial and economic departments as well as university executives responsible for taking decisions on strategy development in the context of limited budget taking into account risks.

Abstract
The purpose of writing the article is to adapt the existing methodology of break-even analysis to managing fundraising and endowment in the framework of financing universities at the present stage. The need for these instruments is conditioned by the reforms in the field of Russian universities financing, as well as the unfavorable impact of the demographic situation in the country on the revenue side of their budget. In order to diversify the sources of funding for universities, the authors of the article suggest using fundraising and endowment. Obviously, in order to increase the efficiency of fundraising, it is important to combine these financing mechanisms with other financial instruments with a constant analysis of their optimal ratio through a multi-component break-even analysis, which, according to the authors, will increase the efficiency of their use for financing universities at the present stage. Use of the approaches suggested by the authors allows for evaluating the effectiveness of fundraising and endowment in the conditions of a specific higher education institution and prevent the occurrence of losses even at the stage of planning and concluding contracts. The field of application of the results of the study includes the financial management of universities and relevant management companies.

Abstract
Category of article: Case. The purpose of writing the present article is the research of influence of evolution of cadastral assessraent institute on activity and financial stability of Russian higher education institutions. During the analysis it has been established that introduction of cadastral cost in practice of Russian education activity together with changed rules of taxes subsidizing and other developing negative tendencies of the last years significantly increases financial load of educational institutions. In terras of raethodology the conducted research is based on the systera analysis of changes of the Russian legislation and also practice of assessment and contest of cadastral assessment in Russian regions (using the example of Tambov region). Based on the outcomes of the conducted research the following results and conclusions are received: • changes of 2016 concerning subsidizing of a land tax significantly increased financial load of the Russian educational institutions which required additional funds formed at the expense of non-budgetary sources; • the changes in an order of payment of the organizations property tax which took place in 2014 can increase tax assignments on the specified tax in the long term; • further introduction of institute of cadastral assessment into the work of higher education institutions creates threat to their financial stability. Considering that cadastral cost in the majority of Russian regions is overstated, on the practical level the work of financial management should be directed to reducing it to market level. The procedure of cadastral cost contest is accurately regulated by the legislation and requires close attention of higher education institutions management. The main value of the present article is in consideration of cadastral assessment institute as a threat factor to financial stability of the Russian higher education institutions. The article shows mechanism of such threat (already existing and potential). Authors input is formulated in the form of recommendations to management of educational institutions concerning optimization of land and property taxes.

Abstract
The article presents the results of the transforraation of the carapus subdivisions structure of the National Research Technological University «MISiS» (University social соmрlех). The need for structural changes arose as a result of the reorganization of the higher educational institution by joining with another university. The second reason for the transforraation of the carapus is associated with the participation in the project 5-100 (a program for boosting competitiveness of Russian universities). The goal is to obtain an assessment of the implemented transformation in terras of the carapus raanageraent effectiveness. Materials of the work contain a description of the potential of the carapus before the reorganization, as well as its state after structural changes, during which its resource coraposition increased raore than twice. To establish the features of the actual governance structure that has developed in recent years in coraparison with its version developed in the process of reorganization authors used the general organizational expertise method and the procedure of sociometric interviews. The complexity of the current organizational structure of the campus and the degree of its sustainability in the coordinates of «centralization - decentralization» of management were measured out in the framework of information-system analysis. It was determined that the current university campus management system fully reproduces its well-planned organizational structure before the reorganization. High level of management is provided by the vertical division of labor for the fractally replicated main organizational blocks of the campus structure, the horizontal division of the majority of its functional units, and also transformation of the engineering service and the financial-economic department according to the matrix management structure. An important factor for increasing the effectiveness of the governance structure was the stimulation of the development of a horizontal connections system between the campus staff operating at each hierarchical levels. The information complexity of the organizational structure of the campus was minimized. Number of management personnel was reduced. These organizational changes ensured the quick achievement of high competitiveness of the campus, which contributed to the successful solution of the University main tasks in the framework of project 5-100

Abstract
Universities have been formed in the era of communication through the «printed text», and the digital revolution taking place in the world in the last decades creates new opportunities and challenges for them. Digital technologies form a fundamentally new basis for the production, storage and transmission of knowledge; they lead to a profound transformation of all types of communication, content and organization of thinking and activity. In order to manage higher education development in Russia, it is important to understand 1) which place digitalization has among development priorities of universities, 2) whether their strategies produce the leadership in production and use of modern digital technologies or there is a risk that universities will become outsiders in this field. The article presents the results of a large-scale expert survey (1481 experts from 65 universities) on the prospects and priorities of the development of universities in Russia. Key research questions are: 1) which place digitalization takes among other large-scale changes («trends») topical for the modern university; 2) which place «digital challenge» occupies among other challenges? 3) do the actual priorities of Russian universities management reflect the significance of the «digital challenge»? According to the survey, the «total digitalization» of the economy and society will be the key trend in the period until 2035. Consequently, the «digitalization challenge» (the need to move towards the large-scale use of digital technologies in education and university management) will be the most significant one for universities. The experts believe that investment in digital infrastructure should feature prominently in the system of development priorities and have quick impact. However, the survey shows a certain gap between the «due» (according to the experts) and the actual structure of the priorities for the development of Russian universities. The main trend of changes and the challenge for universities is «digitalization», while among the actual priorities of investment in development, «PR and promotion of the university», «cooperation with the Ministry of Education and Science and federal agencies» are at the first positions, and investment in digital infrastructure is only at the third position. Even lower is the actual priority of such important areas of investment as the motivation of teachers and students («investment in activity»); international cooperation; cooperation with business; educational technology of the new generation; attraction of «new students»; attraction of «new personnel»; starting the exploratory research; support for scientific schools. Among the various elements of higher education reform in Russia, the «digitization» of the educational process is viewed by experts as the most promising direction, which is already showing its effectiveness. The survey results show the need for amending the strategic priorities of Russian universities. While maintaining a high priority of investment in digital technologies, it is necessary to raise the priority of investment in human capital, i. e. in «new personnel» (leading scientists, practitioners with unique experience, talented young scientists and teachers, etc.), stimulating the initiative of teachers, staff and students and their involvement in development process.

Abstract
The paper summarizes the outcomes of a case-study on creating a multilingual environment at the University of Copenhagen. Source-wise the article looks at the supporting documents describing strategic and tactical approaches to the implementation of a multilingual ideology within University, research articles on this issue, as well as information obtained during in-depth interviews with university staff. The relevance of studying existing internationalization practices applied by world universities stems both from the growing distribution of English as a lingua franca of academic communication and the need for clarification of the relationship between the native language which often remains the major language of instruction and other foreign languages in university communication ecology. The case of the University of Copenhagen provides an exemplary case of creating a balanced language environment in terms of combining available means of communication and building the infrastructure for their efficient functioning. Hereby, the analysis testifies to the key role of developing a university strategy to specify the principles of a particular language ecosystem and creating a multi-level management structure to provide for the implementation of these strategic goals. The article offers some recommendations on the development of the language ideology of Russian universities seeking to enter the world educational elite.

Abstract
Following publication is a conceptual article solving the problem of responses to challenges of contemporary education. Contemporary students are often characterized as incapable of holding their attention on the same object for long. Requirements of the labor market are constantly changing, requiring new competencies, skills, work styles from university alumni. Universities have to adopt to these societal changes to remain in demand. The study is aimed at review and analysis of educational approaches created to solve this problem. The approaches reviewed here have a common practice: use of agile methods of project management. Agile is a methodology of flexible project management. Its main specific features are the raise of business’s sensitivity to changes of preferences of consumers and project owners and management of communications with them, ending with perpetual improvement of the end product. Starting in computer software development, agile was quickly adopted by project management and general management on different markets. Yet there has been no such success in transition of agile to education so far. To achieve the stated aim, following methods were used: collection and analysis of scientific publications on agile in education. A part of this analysis was the comparison of conceptually important elements of these approaches to each other and the main ideas expressed in Agile Manifesto. Special attention was given to two of the most discussed approaches: agile teaching-learning methodology (ATLM) and extreme Pedagogy (XP). The analysis allowed for characterising the agile approaches as generally uniform and universal, i. e. they can be applied to different disciplines, despite of disciplines being aimed at theoretical or practical preparation of the students. Analysis of the values of different agile educational programs allowed for concluding that methodology can be easily adopted to solving specific educational problems in the universities practically without changing the central ideas expressed in Agile Manifesto. The originality of the data produced in the survey is based on the following characteristics: 1) the comparison of the main agile principles used in the education; 2) conceptual argumentation of possibility of using agile in university environment; 3) preparation of recommendations for the use of the agile at universities. The analysis of educational practices and approaches allowed authors to formulate following practical recommendations for creating new educational programs. First, applied educational practices should correspond to the values of adopted agile methodology. Second, the iterative interaction between the teacher and the student should become a basis of the educational practices. The result of interaction can be in the form of both student knowledge and changes in educational program.

Abstract
This article belongs to research type as it presents outcomes of the research conducted by the authors and includes analysis of the data gathered during polls and interpretation of university management problems unveiled during the research. The article looks into the efficacy of attracting foreign students to the Russian universities. The problem is a practical one as it solves the tasks which is relevant to universities at present. During the research authors studied foreign students’ opinion about level and quality of higher education in Russia. The main outcome of the research is the development of recommendations for university executives and local authorities concerning increase of the number of foreign students at the Russian universities. Practical part of the research included questionnaires for the foreign students from the following universities: HSE, HSE in Nizhny Novgorod, Moscow State Regional University, RANEPA, Financial University under the Government of the Russian Federation, Lobachevsky State University of Nizhni Novgorod, Linguistics University of Nizhny Novgorod as well as Samara State Economic University. The poll covered 124 students. The main result of the research is the list of recommendations on increasing foreign students’ number at Russian universities based on the experience of Russian and foreign universities as well as poll results. Analysis results demonstrated the following measures to be the most relevant: increasing the number of subjects taught in English; creation of joint project uniting Russian and foreign students to solve the problem of communication and interaction; increasing English language skills of teaching and academic staff; adding newest research publications in different topic areas in English to electronic base of Russian university libraries; providing introductory trips around Russia; providing comfortable separate rooms in the dormitory for foreign students: presence of information in English in the city; opening research centers and laboratories in different areas of science. As a suggestion for further research in this topic we can mention broadening the number of respondents which will allow for identifying additional aspects of teaching at Russian universities which require improvement for upgrading university reputation and increasing its attractiveness for foreign students. The article contains authors’ research and recommendations based not only on existing foreign and Russian experience but also on primary data received from participants of the teaching process - foreign students. It must be mentioned that research does not include opinion of CIS students as most of them get benefits when coming to study in Russia. Ministry of Education of the Russian Federation is also interested in solving the problem of attracting foreign students into Russian universities therefore university executives are eager to improve university status at the international level and attract foreign students.

Abstract
This research aims at depicting the main models and the key features of higher education organization in industrial tows, i. e. on the territories, where economic and social development is historically tiedto a large enterprise. The Sverdlovsk region was chosen for the research, and data was mainly collected during a research expedition of NRU HSE. Case analysis was selected as the main research strategy, while methodological approach is based mostly on biographic and expert interviews and statistical analysis of region-related data. A transformed «triangle of coordination» of В. R. Clark was used as a conceptual framework: the actor of government was replaced with city-level governmental administration. The research results include (1) identification and classification of higher education forms in industrial towns (branches, enterprise-founded private engineering university and programs of studies, implemented directly on the territory of the customer); (2) description of the five main research cases, each of them corresponding to one of the industrial towns of the region; (3) classification of the cases according to the «triangle of coordination». Besides, the article includes a description of main interaction practices between the universities and local enterprises: special grants, joint career guidance for school students, joint guidance of course papers and thesis, etc.). We also identify the main problems and challenges for universities in industrial towns. Data collected during the interviews is reaffirmed by statistical data analysis of related indicators - on relatively low research activity of universities, high rates of extra budgetary funds in income structures of universities in industrial tows and high level of the average score of state entrance exam, among enrollees who left the Sverdlovsk region. Finally, we provide five finalizing points, highlighting (1) the importance of social role of higher education in industrial towns as well as (2) the necessity of forming indicators of universities’ performance that would take into account the unique practices of interaction between universities and enterprises, city and local community. The key challenges for higher education in single-industry towns are presented as well.
