Abstract
The article is a research one. In the context of knowledge economy development modern universities witness increased importance of partner relations with different market participants. High degree of society informatization, integration and globalization trends lead to the development in the field of network cooperation forms. When choosing strategies oriented towards cooperation and partnership most universities face the need for evaluating the development of strategic interaction from the point of view of their influence on university performance and ensuring competiveness in the modern context. The aim of his work is in developing methods for evaluating university strategic partnership development that would consider their network characteristics and influence on key university performance indicators. Suggested methods allow for defining strategic partnership development efficacy at three levels: with each participant or group of participants; basic interaction areas (education, research, social) and a university level. It includes algorithm of conducting evaluation from the point of view of different sages of partnership development mechanism, principles of evaluation criteria selection, system of network effect indicators. Obtained results (the level of partnership relations) allow for identifying problems and perspective areas for network relations development, improve the quality of management decisions in the field of university strategic partnership development as one of key factors in ensuring its competitiveness.

Abstract
Positioning university as one of the participants of the regional vocational education market suggests using relevant analytical data and managerial solutions in he following areas: 1) analysis of the market and current and future demand parameters; 2) forming supply based on market asks no on provider’s abilities; managing educational process economics from the point of view of the market; 3) Managing educational process from the market point of view. He article looks into above mentioned aspects of positioning using the example Kemerovo State University (further referred to as KSU). For research purposes the structure and market boundaries are limited to the following parameters: 1) vocational secondary education - target group age 6-18 years old; 2) supplementary professional education - target group age - 25-64 years old. The article falls under research category. The aim of the article is to look into Kemerovo regional market of supplementary education. The results will be used for repositioning KSU at this market and altering content and organizational structure of supplementary higher education. Conclusions are made on the basis of target audience analysis, mathematic modeling of basic prerequisites for regional development, content analysis of demand for supplementary education using methods and instruments of search requests via Internet. The results of the research demonstrate incomplete balance between regional latent demand (search for courses) for supplementary education on behalf of target audience and university supply. Based on the research results authors suggest areas for altering university management policy in forming market offer in the field of supplementary education.

Abstract
The aim of this article is to develop and test fuzzy optimization models for supporting decision making concerning choosing project portfolio in the framework of university strategic development program. Risk evaluation in the models is conducted within the framework of portfolio investment theory by G. Markoviz with the use of scenario approach. The main difference of suggested model from the previously formulated ones is the fact that utility function is used as fuzzy target function supported by the degree of stakeholders’ desire for change in respect of the university once the project is completed considering the importance of interested parties and cost of the project. It is suggested that the project utility is higher if the integral degree of stakeholders’ desire for change is lower once the project is completed, that is the satisfaction level of interested parties increases and their expectations improve. Stakeholders’ desire for changer upon project completion is defined with the use of given fuzzy conclusion rules. All model limitations are also fuzzy. Fuzzy optimization tasks are transformed into clear ones and are solved using standard methods. We can look as single-period characteristics as the limitation of suggested models. Once we broaden the planning period we need to consider alterations at every step of previously chosen project portfolio depending on achieved results and changes in external and internal factors. The other limitation is the absence of mechanisms for evaluating the project influence on relations between stakeholders as hair change can have further influence on relations between stakeholders and university. Improvement of models in this area can be a topic for further research. Materials presented in the article are of interest for university executives in charge of forming strategic development program in the context of limited budget and existing risks.

Abstract
This article discusses issues and builds effective management system competitiveness of domestic universities. University competitiveness is understood as the ability of the University to win the struggle for resources, which is estimated at including and positions in the universally accepted international and national rankings. This article describes the current state of research data management system competitiveness of Russian universities and the development of individual elements of the University management system. Stand out critical resources needed for the effective work of the organizations of higher education. Purpose of the article is the formulation of proposals for the implementation of effective approaches to the management of the University and its competitiveness. To achieve this goal, the authors conducted a series of expert workshops on «Methodology of search of competitive advantages of the University problems, experiences, perspectives» and implemented on-line research. In total, the study involved more than 200 respondents, representing various levels of Government in different universities of Russia. Based on the results of the study, the authors conclude that the State of governance in Russian universities’ competitiveness is very low, in this case, the most important resource in the form of human capital is managed effectively, that reduces the competitiveness of universities. The authors believe that to improve the effectiveness management of the University, need to create the University competitiveness management system based on best practices of human resources management and the formation of corporate culture for a new type of University. The article may be interest to community managers and Rector of domestic universities.

Abstract
This research article is devoted to little explored aspect of modern Russian education competitive environment. This includes different aspects of university activities related to supporting real competitiveness. Problem analysis is based on addressing theoretical foundations of actor competition research, including structure of modern competitive groups in higher education sphere, peculiarities of role and functional strategies of higher education institutions belonging to different groups. National and regional levels of competitive environment in higher education are analyzed. Comparative analysis methods and case studies are applied. Research proves the need for theoretical review of Russian higher education development in the context of competition theory and practice, consideration of competitive factor in developing regional and national educational policy and emphasizes the key criterion of university competitiveness: quality of education results. The article demonstrates impossibility of evaluating university competitiveness level according to resource and processual approaches. Further research into Russian universities’ competitiveness should be conducted in the context of educational competitive environment evolution not limiting it to quantitative indicators of university development. The article contains description of competitive groups’ structure existing in Russian higher education. It is useful for university executives and educational administrators as well as researchers in the field of organizational environment of modern higher education development.

Abstract
The aim of this article is the analysis of new models from the point of view of modern universities’ influence on regional development and options for choosing implementation models by regional pillar universities. On the basis of conducted research he author describes modern university models: entrepreneurial university, regional innovation system university, university with new form of knowledge generation, engaged university. Particular focus is made on the choice of the model by pillar university. Using the example of Kemerovo State University the author proposes possible implementation of engaged university model in a new development strategy. The article identifies limitations of university influence on regional development and points out the need for developing the methods of evaluating pillar university’s influences on regional development.

Abstract
Some results of the effectiveness analysis of higher education from the positions of regions and the assessment of the influence of Russian universities on regional development are represented in the paper. The necessity of correcting the reform of Russian higher education based on the use of the concept of the quadruple helix in the direction of determining the effectiveness of the functioning of higher education institutions and the system of higher education in general, the logic of regional development is substantiated. Assessment of the impact of Russian universities on regional development is carried out in two stages using statistical analysis methods. On the first stage, the influence of the establishment of the status of leading HEIs on the change in the index of the scientific and technical potential of the regions of their basing (as an indicator of the development of the «knowledge space») is determined. On the second stage, the correlation of the index of the scientific and technical potential of the regions with the change in GRP per capita is determined. The study revealed that the formation of leading universities as a whole had no significant effect on the degree of development of the «knowledge space» of the regions, and also confirmed the indirect influence of higher educational institutions on the level of socio-economic development (through the level of development of the «knowledge space»). Need for more vigorous support from the federal center of the program for the creation of supporting universities as an important part of regional policy is justified on this basis.

Abstract
The article uses materials of the research in the field of legal support of implementing educational programs in network format and network educational program models ready to use in higher education system. The aim of the article is to identify problems related to legal support of network educational programs implementation and provide an overview of existing network educational programs forms in higher education system. As a result of legal norms analysis it was identified that there is no complete regulation system for financial support and forming teaching workload for teaching programs in a network format. Attention should be paid to resource requirements of joint educational programs and their expertise, etc. The authors analyzed models reflected in Methodic recommendations on reorganizing educational activities involving network educational program implementation. Models suggested for implementation in the framework of Decree on organizing network educational programs at Federal universities were also reviewed. Analysis of educational programs implementation models demonstrated that as a rule implementation is conducted by means of using and adapting models suggested by reviewed documents, but modern trends in the field of integration of science, education and industry offer new forms of network programs implementation.

Abstract
The aim of this research article is to study the essence of Russian Far East innovation ecosystem as the center of knowledge generation and defining consumer value of knowledge, as well as the design of areas for developing institutional environment of macro-region innovation ecosystem that would allow for defining the direction of Far East universities innovation development. In the article, based on a comparative analysis of scientific approaches to the characteristics of ecosystems, the content and main features of innovative ecosystems are revealed, their key components and interaction features are defined. From the point of view of systematic approach authors formulate the interpretation of innovation ecosystem as an open dynamic self-organizing and self - developing system consisting of organizational, structural and functional components (institutions) and their relations, which creates, uses and transforms academic knowledge and ideas into innovation products in the complex matrix of relations between its components. The interpretation of the category of innovation ecosystem from the point of view of the system approach is formulated. The role and importance of the formation process of the consumer value of knowledge in the innovation ecosystem is revealed. It has been proven that consumer value is the basis for acknowledging efficacy of research and technical results as the view of a consumer and his/her readiness to pay for the device defines consumer value of such a device and technical knowledge behind it. The article provides grounds for instruments of creating innovation consumer value such as commercialization and valorization. Several characteristics of intellectual components of Russian and Russian Far East economics are given. The authors point out the problems hindering the development of innovation ecosystem. The need for formulating methodological approach to evaluating innovation territorial unity - innovation ecosystem of the macro-region has been proven. Authors demonstrate that in order to form macro-region innovation ecosystem model it is necessary to create modern network system of university science based on «digital manufacture». The article contains priority areas for innovation development of Far East Universities and macro-region innovation ecosystem. The novelty and originality of the conducted research is in defining knowledge customer value in innovation ecosystem of the Russian Far East area and is reflected in designing innovation development areas for Far East universities and institutional environment of macro-region innovation ecosystem. This article is of particular interest to innovation ecosystem subjects that need to conduct targeted interaction with each other and external environment which is a relevant problem of managing macro-region ecosystem.

Abstract
The article is a case and looks into the experience of Kazan National Research Technical University named after A. N. Tupolev in the field of organizing network electronic educational environment based on LMS Blackboard and LMS MOODLE and developing electronic university services for implementing higher education and supplementary vocational education programs. The main aim of the article is to demonstrate the experience of using distance technologies for teaching the skills of working with LMS Blackboard and legal norms of labor and fire security to university lecturers. The article reviews peculiarities of social and informational space in which educational services are implemented nowadays and the new ways of communication and information interaction created by the new environment. Benefits of main university processes based on distance learning technologies are presented. The authors point out the challenges of organizing distance learning, in particular, lack of lecturers, capable fusing distance learning technologies in the teaching process professionally, technically and psychologically. Distance learning peculiarities for university lecturer are described. The structure of electronic informational and educational environment of KNRTU-KAI and open model of academic knowledge as a result of using network information technologies are presented. Conducted research gives reasons for conclusions on the need for changing the idea of educational services delivery due to accumulating and transforming the set of academic knowledge, economic benefits, interaction between users and network educational environment. In order to organize student - centered learning it is necessary to implement a set of tasks of electronic educational and informational environment formulated by the author. The value of the article is in describing practical recommendations on implementing electronic educational resources in the context of open academic knowledge concept, popularization of DLT among university lecturers and employees. The article is of interest to the practitioners of university academic knowledge informatization and researchers in the field of knowledge management in higher education. In future researchers will be able to perform more detailed empiric work on creating electronic learning systems within the framework of academic knowledge open model on the basis of network information technologies.

Abstract
The article is a case: description of practical experience in solving particular problem of transition to professional standards in determining requirements for qualification of higher education institution staff. The aim of the auricle is to understand and analyze the experience of implementing professional standards in the practice of managing university staff. The article analyzes legal norms regulating the requirements to professional standards and their actualization; methodological approach is suggested for introducing professional standards into university personnel policy on the basis of organizing project activities of lecturers, students and administrative staff As a result of project implementation corporate qualification manual was created to serve as an applied tool for solving a series of tasks related to staff management, including determination of discrepancies between official duties and position titles, university staff qualification and modern requirements. Suggested stage - by - stage technology of introducing professional standards and methodological approach to formulating qualification manual can be used in university management practice. The article contains description of ready-to-use way of improving activities and is of interest for personnel management executives and specialists.

Abstract
The article is devoted to relevant but little explored topic of incision trust in the field of higher education. Theoretical analysis of trust as a social phenomenon was conducted first of all by sociological sciences serious methodological instruments of which were barely involved in complex research in his area in terms of educational institutions. The article is based on the analysis of the data received during sociological research «Formation of Russian nonlinear higher education model in the region in the context of economic and social volatility». Using broad empirical basis of sociological research on Ural Federal Area, the authors aim at providing a precise description of specific manifestations of trust/distrust culture in social interaction of Russian higher education actors in the context of relevant university changes. The research is devoted to identifying the nature of interaction between educational communities (lecturers, students, educational management representatives), defining their attitude to educational policy at different levels (from federal to local). The article presents results of mass polls for lecturers (2017; N=810, quota selection) and students (2017; N=1860, quota selection) conducted in Ural Federal Area. Overall coverage was 51 university of Ural Federal Area. Selection was made on the basis of statistic data on UrFA educational communities, in each region quotas were based on training area. As part of methodological basis of institutional trust in higher education system empirical analysis authors use heretical ideas by P. Sztompka, saying that in the context of higher education institution transformation the greatest risks related to dysfunctionality of ongoing reforms are related to higher education actors distrust that can occur in different intra- and inter-institutional relations. The publication presents data demonstrating the trends of forming distrust culture which as a latent factor causes dysfunctional institutional changes in educational sphere. The authors analyze the nature of forming institutional trust in university community by means of actualizing trust relations between management, public associations, professional community of lecturers and students. The institutional trust characteristics identified during the research open perspectives for further research into the process of forming trust in university community, searching such corporate management forms that would facilitate overcoming the barriers hindering interiorization (acceptance) of new ideas aimed at improving higher education system, development of competitive universities, professional and personal growth of all educational activities participants by all actors. Practical importance of the research is determined by the fact that the received sociological data allow for determining areas in university management system and require practical solutions for the problems marked by the researchers. The authors’ conclusions can help in determining methodological approaches by altering and applying practical experience that already exists in his area. Novelty and originality of the article is in the fact that the problem of institutional trust in higher education system is for the first time articulated as a field for research and practical activities in terms of implementing managerial strategies at individual universities. The problem of trust between main educational communities: lecturers, researchers and students is not considered in planning and implementing changes by different levels of higher education management in our country. Underestimation and wrong vision of this aspect by those in charge of making and implementing managerial decisions in the context of university reform largely explains inefficacy of reforms at Russian universities.

Abstract
Despite the measures taken by the Russian government to attract foreign scientists for work in Russian research organizations and universities, the level of incoming academic mobility to Russia remains extremely low. The paper provides quantitative estimates of the number of foreign researchers in different sectors of Russian science, and analyzes the attitude to the experience of their involvement on the part of the leaders of academic organizations. The work is based on the data of the Federal system for monitoring the performance of scientific organizations, as well as interview data with more than one hundred heads of Russian universities and research organizations. The analysis of the quantitative and qualitative data demonstrates that for Russian organizations, recruitment of foreign scientists is not a usual and widespread practice, and is often considered as a difficult task with non-obvious benefits. This practice differs in its scope and implementations across the R&D sectors. The internationalization process is most active in universities, which are supported by the governmental measures developed specifically for these purposes. Based on the identified barriers, the paper offers several recommendations to increase the involvement of foreign researchers, as this can significantly contribute to the promotion of the country’s integration into the world science.
