The aurhor suggests calculation methods for the size of off-budget stimulating additional payment department's workers. This methods takes into account students, studing by compensating basis, academic hours and participation of each worker into results of department activity.

The article analyses existing Russian law that regulates basic management frameworks and structures that are used in Russian educational institutions. Authors ran a comparative analysis of management frameworks and structures that are offered by Russia law on commercial organizations including companies and state enterprises. A principle model (framework) of managing of an educational institution is presented, major participants, stakeholders and principles of interaction between them are revealed.
