Abstract
Article gives the contents of lifelong learning system concepts and reveals foreign experience in continuous
educational systems creation and development. The place of lifelong learning system in Russian educational
system upgrade process is determined and conditions are determined, under which this process can exist.

The full-scale modernization of higher education requires the adequate adjustment of governing this

Academy of Architecture and Arts, Ekaterinburg, Russia. The Academys quality concept is presented in brief,
and the main stages in the establishment of the QMS and its scope are outlined. The authors present a QMS
model, structure of the documentation, levels of management and the QMS organizational structure. The
paper briefly describes the audits and self-evaluations that have been carried out, which should enable the
reader to judge about the extent to which the QMS meets the Standard Model, GOST R ISO 9001-2001 and
about its level of maturity.

Abstract
On the basis of primary information over university and R&D systems of MEDA countries collected on
websites of MEDIBTIKAR project and Spanish cybermetric laboratory, comprehensive and comparative
analysis of these systems was done. Universities and R&D centers included accordingly in TOP - 5000 and
Top-1000 of best Universities and R&D centers of the world on webometric ranking were identified. Distribution
of R&D centers of MEDA countries according fields of sciences was received. This research presents the
interest for postsoviet Universities and R&D organizations, which are finding partners in MEDA regions for
participation in FP7 projects.

Abstract
This article is about the questions of evaluation of risk and profitability at investment in the financial
market. The classical approaches to the risk assessment of the most popular financial instruments: stocks and
bonds were considered in this work. The rates describing the volatility of the financial instrument were used
in order to quantify the risk of the instrument. In a short time horizon the volatility of stock is considerably
higher than the volatility of bond and it makes the stock more risky finanacial instrument than bond. When
the time horizon increases the volatility of stock considerably goes down. The analysis of American and
Russian markets shows, that the stock is more preferable object of an investment when the time horizon
increases.

Abstract
The author has been describing the way of forming the list of the controlled figures of the staffs activity.
The list of the controlled figures is directed towards supporting the teaching process of the university. The
activity of the department is considered to solve many tasks. The level of priority, the degree of conformity
to the purposes of the main processes, the frequency of appearance are evaluated for every task. Therefore the
evaluations make it possible to divide the tasks into separated sets: compulsory recommended and not
recommended ones for controlling. Also these evaluations are used for forming the vector space of indexes,
which can be as a basis for the way of determination the weight indexes of the figures.
