In article results of research of competitive positions of national research university are presented: a
national rating of the Russian high schools; results of realization of the project Interfax and radio stations
Echo Moscow, research of factors of the external and internal environment of high school. Their rating
estimation can be used by working out of the program and strategy of development of high school. Attributes
of value are put in a basis of their working out: innovation, high quality of educational services, width of
international contacts, high degree integration educational and scientifically-innovative processes, etc.

The income structures of the leading world and Russian universities are considered in the article. The
universities endowment funds state-of-the-art and prospects of their influence on the Russian universities'
income structure are characterized. Based on the comparative analysis, the weak information transparency of
the Russian universities financial data and a disproportionate share of privately financed tuition fees are
revealed. The negative influence of these factors on the oldest Russian universities admission structure and
their inconsistency to modernization demands.

The article is dedicated to organizational-and-methodical bases of a results estimation of education
system modernization in Russia. The role of target programs in branch state regulation is exposed. The
methods of the results estimation of modernization is analyzed, the comparative characteristic of target
programs indicators is given. Information-and-analytical representation of results is adduced, and problem
questions about the results estimation of the Federal target program of a development of education for 2006
2010 are revealed

The author of the article clarifies the concept of social partnership, its objectives and functions. Different
approaches to the conventional implementation of social policies are considered. The analysis of various conceptual
approaches in the implementation of social partnership in education abroad, eventually causing the changes in
the preparation and training of the workforce in the developed countries including Russia.

A process approach to the design and realization of university educational programs in the competence
form is considering. The structure of the competence model of the graduate should reflect a hierarchy of goalsetting
and achieve results at each stage of the educational process. We propose a process model of learning,
consisting of a set of interrelated processes of formation of the stated competencies.

In the given article the features of educational institution activity with the introduced system of quality
management is stated, the research of a methodological basis of a control system by quality of educational
services is introduced, the system which has included functions, purposes, methods, subjects, objects of
quality management of educational services, and also the organizational structure of a high school constructed
on the basis of the process approach is presented.

A correct choice of an innovation strategy is an essential condition of success for an innovative activity
of an organization. The integration of a university and an enterprise in the context of strategic planning of
their innovative activity shows one of the possible ways to solving problems that arise in the process of
forming a company's production system and developing all activities of a university.
