Measures were developed by analogy with two benchmarking procedures of European innovation policy:
European Innovation Scoreboard and Database European Innovation Policy Measures. These procedures can

The management process in the sphere of higher education as an important strategic government instrument

Abstract
The theoretical and methodical basis of rating evaluation of the quality of teaching staff activity in higher
institutions is based on arguments in this article. The author suggests the category of pedagogical quality -
the rating evaluation of the quality of teacher. There were described methods for rating evaluation of the
quality of teaching staff activity in higher institutions. The author shows the presentation methods of the
results of rating evaluation of the quality of teaching staff activity, describes the conditions of its realization
in activities of higher institutions.

Abstract
The system of finance stimulation of the teaching staff is described here. It was adopted in Ukhta State
Technical University. It rests on the use of generalized characteristics of teacher's activity - the index of
leadership and the index of harmony. It is based on five principles of functioning: adequacy, leadership,
harmony, collective responsibility and competition.

Abstract
Problems of the higher school - Russian Academy of Science cooperation as one of the factors defining
quality of training specialists are considered. Not applying for exhaustive analysis, authors designate only
some problems which are specific to physics department of the university. On the basis of concrete experience
the evolution of partnership with RAS during transition period from old to new attitudes in a society is
analyzed. The role that it has played and plays now in organization of research and educational activity is
marked. Considering a generality of problems that higher schools collide, authors believe in continuation of
discussion and an exchange of experience with the purpose of development of an optimum control system of
research and educational activity in partnership with the academic institutes.

Abstract
The authors of the article consider the experience of Kemerovo State University to illustrate the importance
of internal auditing within a quality management system for performance evaluation of organization departments,
department heads, and teaching staff. Internal auditing within a quality management system is aimed at
making managerial decisions and promoting a higher institution development.
Additionally, the article presents the analysis of present-day Higher School in Russia and discusses the
ways to carry out reforms.
