The article is devoted to actual situation with universuty education, to the main tendencies of development
and adaptation to the new economic conditions and rising demands by high education. The author is considered
relations between teacher and society also, and different university models.

The article is devoted to appreciation of outlook of University academic traditions. The author accent of
attention on these problems in Russia Higher School, on taking into account development market relations in
education. The author advances methodological objections to B. Reading's concept of ?The University in
Ruins? of University.

Conceptions and structures of Russian University Scoreboard and Database Russian University Policy
Measures were developed by analogy with two benchmarking procedures of European innovation policy:
European Innovation Scoreboard and Database European Innovation Policy Measures. These procedures can
be the base for the Russian University Trend Chart project by the analogy with Trend Chart project on
innovations in Europe.

The management process in the sphere of higher education as an important strategic government instrument
for realization of national aims. The problem of forming of a new educational sphere model in the modern
society, which should undergo changes and should be guided by the future, is analyzed. It is necessary to work
out a new educational sphere management model in the conditions of the modern information society. The

the rating evaluation of the quality of teacher. There were described methods for rating evaluation of the
quality of teaching staff activity in higher institutions. The author shows the presentation methods of the
results of rating evaluation of the quality of teaching staff activity, describes the conditions of its realization
in activities of higher institutions.

The system of finance stimulation of the teaching staff is described here. It was adopted in Ukhta State
Technical University. It rests on the use of generalized characteristics of teacher's activity - the index of
leadership and the index of harmony. It is based on five principles of functioning: adequacy, leadership,
harmony, collective responsibility and competition.

Dean! ? is a magic word, that is used too often in the university. Someone is afraid of him, the others
treats him as a defender. Everybody needs the dean ? students and their parents, teachers and chairmen,
pro? rectors and rectors, employers and journalists. What is he? A teacher or a scientist? Perhaps he is a
manager, economist or legal expert? Professor S.D. Reznik, a famous teacher and scientist, the author of
number of works about Management in the University, about the Dean?s job.

Problems of the higher school - Russian Academy of Science cooperation as one of the factors defining
quality of training specialists are considered. Not applying for exhaustive analysis, authors designate only
some problems which are specific to physics department of the university. On the basis of concrete experience
the evolution of partnership with RAS during transition period from old to new attitudes in a society is
analyzed. The role that it has played and plays now in organization of research and educational activity is
marked. Considering a generality of problems that higher schools collide, authors believe in continuation of
discussion and an exchange of experience with the purpose of development of an optimum control system of
research and educational activity in partnership with the academic institutes.

science parks are generalized. The trends and problems of their development as well as the opportunities of
using of accumulated experience for the creation science parks on basis of large Russian Universities are
discussed.

The article is devoted to the cooperation practice of Physics and Chemistry Institute of Mordovian State
University with external partners. There are some methods of mutual activity devoted to the process of
specialists training quality increasing: net cooperation of universities, organization of mutual students and
new faculty scientific activity, making mutual scientific-educational structures, target grounding of specialists.

industrial enterprises on the forming a system of expert in quality management training

The article is considered national politics in the area of surety of quality educations guarantee, such as
more active support for universities on legislative level. The authors are touched on question about output
rating model, assuring authenticity and accuracy of estimate system of quality management in universities.

The article presents the main ideas of complex monitoring and quality assessment of educational services
at university. Monitoring and quality assessment model is described, monitoring objects are selected.

Base requirements to the quality system of the educational establishment, submitted in standards and
guidelines for internal and external quality assurance of higher education institutions European Association of
the warranty in higher education (ENQA) are presented. The structure of the quality system of higher
education institutions is determined. The list of documents, corresponding to requirements of standards
ENQA and ISO, subject to the development, statement and acceptance to performance in the system of
quality of the higher education institutions, is submitted.

The authors of the article consider the experience of Kemerovo State University to illustrate the importance
of internal auditing within a quality management system for performance evaluation of organization departments,
department heads, and teaching staff. Internal auditing within a quality management system is aimed at
making managerial decisions and promoting a higher institution development.
Additionally, the article presents the analysis of present-day Higher School in Russia and discusses the
ways to carry out reforms.
