The need for a systematic reformation of the educational process in the Russian medical universities is
considered obvious. This reform has been started as part of the high-priority national projects. One of the
winners of the competition between the universities implementing innovative educational programs is the
Moscow State University of Medicine and Dentistry (MSUMD).
In 2007 MSUMD started an experimental project which involves following activities: employee training,
refurbishment of lecturing facilities, acquiring modern diagnostic and training equipment, development of innovative
equipment, creation of fundamentally new academic and exploratory, scientific and clinical centers, creation of
fundamentally new textbooks, manuals and programs, as well as radical update of the existing ones. This allowed
MSUMD to already now show some fundamental changes in the system higher medical education.

Integration of science and education, being taken as the basis of the regional university complex at
Orenburg state university was analysed in this article.
Strategies of the regional university complexes and the main principles of their elaboration as well as
perspectives of their development have become the topic of the article.

As one of the approaches of strategic management of university activity is considered cluster approach,
reducing to building of six possible types clusters of different level. It is also brought an example of the
missions of any turning out department.

The article is based on the results of three recent scientific research projects concentrating on the
strategic management in the Russian Universities. The Universities were classified according to the prevailing
cluster and the results of their development. This made it possible to identify the correspondence between the
actions and objectives of the Universities (general, as well as structured by regions and profiles) and the
?Concept of the Contemporary Socio-economic development of Russia till 2020?.

The article is considered to the implementation of the innovative technologies in education on an
example of the Karaganda state university.

The system of education quality assessment in higher education institution is aimed at: the results of
general and professional training, the results over exceeding normative demands; the possibilities of the
graduates to meet the demands of the market economy. These indicators are inter supplemented. The hierarchy
of aims, students? motivation to professional activity are included in the system of quality management. The
quality of resource study basis reveals the contradictions of the system: the need in centralized management
and stimulation of creative initiative.
The system of quality control may be differently seen from the side of the students and from the side of
administrative apparatus; its separate components can be supplementary, but not duplicate one another.

The present article describes faculty evaluation and motivation technology, developed by Vladivostok
State University of Economics and Service. «The best teacher of the year» competition became an important
component of this evaluation-development technology. It is aimed to inspire teachers for active work as well
as to encourage their mastership, expertise and loyalty to University goals. The present article analyses
methods of faculty activity quality evaluation, used in the process of competition and describes the expertise
model of high school teacher, working at entrepreneurial university.

The authors of the present article take Vladivostok State University of Economics and Service as an
example to determine strengths and weaknesses of higher educational institution staff administration. The
problems of optimization of university management and staff administration as a leading subsystem of university
management are described. The practical application of various methods of dynamically developing University
staff evaluation is analyzed.
Modern technologies of appraisal are studied, successfully proven in different spheres, including business
environment (professional competitions, evaluation in the process of personnel reserve formation, assessment)
and planned to be used in the near term.

The given article shows the ways of optimization of the processes of the acceptance of administration
decisions in account for increasing the efficiency and authenticity of the acceptiong decisions. The model of
the optimization system of the acceptance of administration decisions at the staff department of the nigh
educational institution and also the methods of processing the document as the object of management are
offered in this article.

The regional and branch-wise Irkutsk State University Complex of Ways of Communications is oriented
on training specialists for the railway transport, which is in the process of structural reforming at the moment.
Some of the aspects of the structural reforming are businesses? division and forming a competitive
environment in the branch in this process there appear new risks by the nature of things. That?s why the
questions of intellectual property valuation are specially emphasized in the conditions of structural reforming.
Within the regional and branch-wise Irkutsk State University Complex of Ways of Communications the
author of the article makes an attempt to elaborate some methodological recommendations on the valuation
of the university?s intellectual property in the period of the branch training structural reforming.
The article gives a general idea of the methods of the valuation of the intellectual property and of their
workability in the branch as well as of the corporate activity?s risks account particularity at intellectual
property valuation.

The authors analyze the main problems of academic mobility development in the Russian Universities
and propose measures for effective management of this important element of the international integration of
higher education. Working on the project «Summarizing the experience of the implementation of the principles
of Bologna process in the Russian universities», implemented by the National Training Foundation the
authors developed the general recommendations how to manage the academic exchange programs at the
higher education institutions and proposed the typical models of academic mobility management effective for
the methodical maintenance of the mobility, fundraising, making the system of informing and adaptation of
the participants of mobility. The authors also describe the developed and approved system of evaluation data
which is the important instrument of the academic mobility management.
