Abstract
The need for a systematic reformation of the educational process in the Russian medical universities is
considered obvious. This reform has been started as part of the high-priority national projects. One of the
winners of the competition between the universities implementing innovative educational programs is the
Moscow State University of Medicine and Dentistry (MSUMD).

refurbishment of lecturing facilities, acquiring modern diagnostic and training equipment, development of innovative
equipment, creation of fundamentally new academic and exploratory, scientific and clinical centers, creation of

Abstract
The system of education quality assessment in higher education institution is aimed at: the results of
general and professional training, the results over exceeding normative demands; the possibilities of the
graduates to meet the demands of the market economy. These indicators are inter supplemented. The hierarchy
of aims, students? motivation to professional activity are included in the system of quality management. The
quality of resource study basis reveals the contradictions of the system: the need in centralized management
and stimulation of creative initiative.

and propose measures for effective management of this important element of the international integration of
higher education. Working on the project «Summarizing the experience of the implementation of the principles
of Bologna process in the Russian universities», implemented by the National Training Foundation the
authors developed the general recommendations how to manage the academic exchange programs at the
higher education institutions and proposed the typical models of academic mobility management effective for
the methodical maintenance of the mobility, fundraising, making the system of informing and adaptation of
the participants of mobility. The authors also describe the developed and approved system of evaluation data
which is the important instrument of the academic mobility management.
