Main concepts including aims, objectives, and landmarks of fulfillment of education development strategy
for the period by 2020 are considered. Fundamental strategic aim of educational system development and the
absence of achievement approaches are outlined. Correlation between formulated aims and predicted results
and main strategy realization reference points is defined.

Concepts policy and educational policy are introduced, outlining main aspects of educational policy
definition. A new definition of educational policy is introduced. Historical experience of Russian educational
policy development is given, based on documents devoted to development and upgrade of education. Examples
of general education policy concepts in foreign countries are given. Special attention is devoted to problems
of education policies creation and realization, document analysis, containing national Russian educational
policy basis.

Vladivostok State University of Economics and Service was the first Russian university to issue social
report as an appropriate result of implementation of university strategy, aimed to social usefulness. Author
considers social report as an important tool of strengthening strategic partnership between university and
stakeholders, as well as assurance of university activity quality and transparency.
On the bases of analysis of international social reporting standards and foreign universities experience in
social reporting preparation, the criteria and key figures, used by VSUES in the process of its social report
preparation, are covered by the article.

People are the most valuable and most unstable resource of the modern university. One of the most
crucial managerial challenge is to achieve their loyalty. The focus of this paper is to examine the nature of the
university staff loyalty which should be treated as one of the key factors of the university strategic planning.

The article summarises the experience of development of research potential owing to strategy implementation
at Mordovia N. P. Ogarev State University. The analysis of indicators characterising the condition, dynamics
and issues of the university research activity is made. The directions for promotion of the University research
potential and the quality of research activity are defined.

The paper presents the estimates of Russian universities readiness for education reform, considering
university as economic self-sufficient entity. The author specified the concept of universities economic
sustainability, analyzed more than 200 universities and determined balanced models of its components, formalized
conditions of safe reforming.

The paper advances the methodological fundamentals of self-assessment of organizational performance.
The different types of organizational measurement procedures in the field of quality management have been
examined. The special attention has been paid to the self-assessment as one of the key tool of quality
management. Theoretical theses have been supported with the investigation of Mordovia State University
experience of self-assessment implementation for evaluating the organizational performance. The results obtained
allowed to reveal its advantages and shortcomings and to substantiate the conditions of successful integration
of self-assessment with the evaluation system of the University diffusing the TQM principles throughout the
organization.

The article analyzes the possibilities of applying the monitoring and quality control methods, traditional
for industry and services, in education. The authors provide a format for invariant monitoring technique that
will enable educators to conduct self-evaluation and audit of various activities.

The methodology for creation structural and informational model of research activity a higher educational
establishment is suggested. The principles of construction the information-analytical system which corresponds
to this model are considered too. The problem of constructing such systems is urgent for most of Russias
universities. Its solution will help to modernize the management systems, to create of quality control systems,
to integrate Russias universities in the world educational space. Realization of such information-analytical
system in Perm State University is described as an example.

The article examines the challenges of Russian universities in the conditions of the knowledge economy.
The author discusses the innovative nature of the activities of universities to develop and implement management
models. She also describes the transition of university function of management change into their accomplishments,
a new paradigm of governance through institutional knowledge. In the article the author proposes a systematic
approach to managing innovative university on the basis of knowledge. She points out the concept of corporate
and institutional knowledge of a high school.

The article is considering the tasks and prospects of developing Far Eastern Federal University. According
to the authors opinion, if new Federal universities are founded by mechanic union of universities with
different levels of development, quality of educational services and scientific-research processes, it causes
serious problems that decrease effectiveness of forming educational environment. Analyzing two suggested
concepts of establishing Federal university in the Russian Far East, Gennady Lazarev considers it reasonable
to develop Federal university using the model of Far Eastern State Technical University. Author points out
that concept of Federal University can be accepted, taking into consideration revealed problems of developing
Russian and international higher education, and in connection with needs of social-economic development in
the region and successive integration of universities, while suitable conditions are provided.
