absence of achievement approaches are outlined. Correlation between formulated aims and predicted results

Abstract
Concepts policy and educational policy are introduced, outlining main aspects of educational policy
definition. A new definition of educational policy is introduced. Historical experience of Russian educational
policy development is given, based on documents devoted to development and upgrade of education. Examples
of general education policy concepts in foreign countries are given. Special attention is devoted to problems
of education policies creation and realization, document analysis, containing national Russian educational

Abstract
Vladivostok State University of Economics and Service was the first Russian university to issue social
report as an appropriate result of implementation of university strategy, aimed to social usefulness. Author
considers social report as an important tool of strengthening strategic partnership between university and
stakeholders, as well as assurance of university activity quality and transparency.
On the bases of analysis of international social reporting standards and foreign universities experience in
social reporting preparation, the criteria and key figures, used by VSUES in the process of its social report
preparation, are covered by the article.

Abstract
The report shows the socio-economic conditions of the market economics, which defines new advantages
of managers activity of the educational establishments and raise sharply a question about the necessity of
growing professionalism in the educational establishments management, special training of its leading staff
and its reserves.
The task of effective realization of management functions expects that contemporary manager of higher
education institute possesses all necessary components of manager skill: to cooperate with people of different
level (students, post-graduate, professors, auxiliary staff, parents, business partners, the heads), to establish
business and creative relations with colleagues, etc.
Its impossible to become competitive and to manage effectively by the department or higher educational
establishment without presence of certain level of managers professional competence (also managerial, economic,
scientific, pedagogical, and legal). Thus makes high demands to professional training of personnel of higher
educational structures. Thats why it is necessary to coordinate all possibilities to organize uninterrupted
training of this category of personal, taking in consideration desires, that lay claim to professional and
personal qualities of managers according to the field of higher education.

Abstract
The paper advances the methodological fundamentals of self-assessment of organizational performance.
The different types of organizational measurement procedures in the field of quality management have been
examined. The special attention has been paid to the self-assessment as one of the key tool of quality
management. Theoretical theses have been supported with the investigation of Mordovia State University
experience of self-assessment implementation for evaluating the organizational performance. The results obtained
allowed to reveal its advantages and shortcomings and to substantiate the conditions of successful integration
of self-assessment with the evaluation system of the University diffusing the TQM principles throughout the
organization.

Abstract
The article is considering the tasks and prospects of developing Far Eastern Federal University. According
to the authors opinion, if new Federal universities are founded by mechanic union of universities with
different levels of development, quality of educational services and scientific-research processes, it causes
serious problems that decrease effectiveness of forming educational environment. Analyzing two suggested
concepts of establishing Federal university in the Russian Far East, Gennady Lazarev considers it reasonable
to develop Federal university using the model of Far Eastern State Technical University. Author points out
that concept of Federal University can be accepted, taking into consideration revealed problems of developing
Russian and international higher education, and in connection with needs of social-economic development in
the region and successive integration of universities, while suitable conditions are provided.
