AREA OF THE MARKET ECONOMY DIRECT ACTION. HOWEVER, UNIVERSITIES CARRY OUT THEIR ACTIVITIES AT THE INTERSECTION
OF TWO MARKETS: THE MARKET OF EDUCATIONAL SERVICES AND THE LABOR MARKET - AND CANNOT STAY AWAY FROM COMMON
PROBLEMS IN A SITUATION OF ECONOMIC CRISIS. ONE OF THEM - REDUCTION IN REVENUE OF UNIVERSITIES' BUDGET. THIS
ARTICLE DESCRIBES THE FACTORS AND WAYS TO SOLVE THIS PROBLEM.

This article is devoted to contemporary problems of economic interaction and cooperation between
universities and enterprises. We need real active model, answering contemporary demands (interaction -
cooperation - partnership). The institutions of higher education trying to form mechanism of cooperation
with business community for solution these tasks.

The article covers peculiarities of university crisis management strategy development based on corporate social responsibility principles. Analyzing regional changes caused by global crisis, authors show new social function of the university. Implementation of this function requires accounting needs of all stakeholders of organization. Special attention is given to the problems of forming socially responsible culture of university and region.

The paper outlines the features of innovation management in the field of education technologies within
the framework of quality management system. The author draws the conclusion that the further methodological
and practical development of quality management system in higher educational institutions is attributed to
identification of education technology as control object. The paper recommends the areas and the character of
changes to be undertaken in higher educational institution in the field discussed.

Changes in the modern labor markets have created new demands for the high qualified professionals.
Competency-based approach (CBA) is a wide-spread practice which is used in assessing and increasing
professional qualification by foreign HR services. In educational sphere CBA is considered as a real mechanism
for linking educational goals, results and social demands.
It is supposed that quality assessment of university graduates in the frame of CBA also requires definition
of quality criteria for university educators in the similar format. Offered by authors multilevel competency
model for university teacher has been constructed under considering of possible application purposes.

The article considers some aspects of management within scientific, research and innovative activity in a
municipal higher educational establishment (HEE). The authors have shown the priority managerial tasks,
the solution of which will enable to increase the efficiency of intellectual potential management at the higher
educational establishment. The elaborated model of systemic management of the scientific and innovative
HEE activity is based upon the process approach and aimed at achieving efficient results and involving most
of structural HEE departments into the scientific and research activity.

In connection with coming into force of the fourth part of the civil code, codification of laws on
intellectual property, interest of the enterprises and the organisations to the copyright, as to one of mechanisms
of protection of results of intellectual activity has considerably grown.
Authors of article make offers on perfection of the current legislation for the purpose of realisation of the
valid protection of scientific products according to basic international agreements.

The methodology of an estimation and a structural analysis university publishing activity by means of
search engine Google Scholar is suggested in the work on an example of Border Byelorussian-Russian-
Ukrainian university consortium. It is based on tests of all spectrum of English-language names of universities
for seven fields of knowledge and five-years time intervals by means of requests in the above mentioned search
engine. The detailed, aggregated and ordered generalized publishing structures for consortiums universities
were constructed. The offered in the article methodological tools can be useful to realization webometrical
university benchmarking (monitoring, audit) at all levels - international, national, regional, corporative
(associations of universities), intra-university.

base scientifically-educational infrastructure, created on the base forming system high school. The Offers are

provision for social-economic factors SFC.

The management model by network interaction of universities while the Bologna process and the necessity
to arrange a new strategy of university management within scientific-professional communities are considered
in the article.

location. The author analyze the influence between universitys location and results and trends of universitys
development. The base of this analysis is official statistic information about university activity.
