Additional classification features have been found out. Unifying classification of type variety of scientific and innovation products of a higher education institution has been developed. Practical application of this classification is in the portfolio formation of scientific and innovation products of a higher education institution department scientific and innovation activities which are the basis for developing an expenditure budget for all types of resources.

The article is devoted to problems of modernization of interuniversity cooperation organizational- lawful base. Cooperation of high schools is considered as the mechanism of the education's quality improvement. The examples of effective interuniversity cooperation abroad and in Russia are given. The operating organizational-lawful base of interuniversity cooperation in educational, research and innovative activity is analyzed. Obviously there is a competitive struggle between the high educational institutions offering similar educational services in the educational services market. Each higher educational institution aspires to undertake the actions directed on achievement of competitive advantage, thus, trying to find reliable positions in the market of similar educational services. Solving of a problem of increasing of competitiveness of the higher educational institution in the toughening market conditions demands special attention to a problem of the analysis of educational needs in different field with purpose to achieve competitive advantages and to develop effective development strategy of the higher educational institution.

It is suggested to manage finances in a university using a program called 1S Accounting for budget organizations. Studies of the program had shown that after some modifications it is possible to implement management technique of budgeting in university.
