Abstract
The article considers monitoring of staff and professional rectors career achieved by the project Scientifical
and methodical support of the University Management based on monitoring of activity and study of supervisor
staff efficiency in high-educational establishments (Mb state registration 01200603693), realized by the
Penza State University of Architecture and Construction. During the period (from August 2006 till June
2008) 100 % selection of the Heads of high educational establishments in Russia has been analysed.
The author of the article keeps on studying supervision staff activity of the University.

Abstract
The experience of Vladivostok State University of Economics and Service on the quality management is
analyzed in this article. The Prize of the Russian Federation Government in the sphere of quality, which was
awarded in 2009 to our University, sums up all management reforms implemented during five years. The
author emphasizes that the successful implementation of the quality management system to the University
cannot be possible without the simultaneous improvement of the management system, the development of the
flexible managerial structure, the transition to the University work estimation according to the quality, the
strategic partnership development, etc. In the article it is pointed out that the usage of the self-estimation as
a quality management tool leads to the University results improvement.

been reasoned. The choice of the research subject has been methodologically explained as the consequence of
the research object conditions. The research object is the problem bearer and the research subject is intended
for settling the problem and that is why it is chosen as the subject of the research. The statements discussed
are illustrated with the examples.

Authors offer a universal method of forecasting inventive activity for any university by the formula for
calculation of the planned volume of statements on patents is offered. The formula is based on the statistical
data of inventors activity. The formula also allows to reveal departments of a technical profile with low

investment projects realization in a social field, including education. The Russian PPP market is still in
embryo state: legal framework is not developed, tender processes are not perfect, there are yet no PPP
projects, successfully completed, etc. In this article the author analyses the current PPP experience and
considers the fields of its further development. The author bases upon international and Russian legal and
regulatory acts, uses materials of Vnesheconombank and Deloitte. Results of the survey, quoted in this article,
can become a pivot for further development of the Russian PPP practice.
