The article considers monitoring of staff and professional rectors career achieved by the project Scientifical
and methodical support of the University Management based on monitoring of activity and study of supervisor
staff efficiency in high-educational establishments (Mb state registration 01200603693), realized by the
Penza State University of Architecture and Construction. During the period (from August 2006 till June
2008) 100 % selection of the Heads of high educational establishments in Russia has been analysed.
The author of the article keeps on studying supervision staff activity of the University.

Technology of selfinspection of departments is covered in article as well as high school. The example of
the realization of the procedure of selfinspection of departments in North state medical university shows how
can be the results of selfinspection of departments used for improvement of the educational ambience of the
high school.

The issues of the competence approach in the system of continuous education are examined. Key
Competences for Lifelong Learning of a European Framework are presented. Stimulating action of
internationalization for perfecting of research and educational processes are underlined. For the first time
integrating role of creativity for key competences development is suggested.

The experience of Vladivostok State University of Economics and Service on the quality management is
analyzed in this article. The Prize of the Russian Federation Government in the sphere of quality, which was
awarded in 2009 to our University, sums up all management reforms implemented during five years. The
author emphasizes that the successful implementation of the quality management system to the University
cannot be possible without the simultaneous improvement of the management system, the development of the
flexible managerial structure, the transition to the University work estimation according to the quality, the
strategic partnership development, etc. In the article it is pointed out that the usage of the self-estimation as
a quality management tool leads to the University results improvement.

The conception of intellectual information system of support of the informational educational medium of
innovative university is offered. Functions of support of the educational medium, of designing of training
courses, of gathering and actualization of information are formulated.

Abstracts: the article contains a classification of indexes of scientific output and an analysis of the index
of effectiveness of scientific activity used in Russia to evaluate productivity of scholars. A list of criteria an
effective index of scientific output should meet is proposed. It is demonstrated that this index has major flaw
and should not be used for measurement of scientific output. New indexes are proposed. It is explained how
these indexes can be used to calculate a professors salary.

Constructive elements of any dissertation contained in the introduction to a dissertation are considered
in the article. Interrelations between the object and the subject, the aim and the task of the research have
been reasoned. The choice of the research subject has been methodologically explained as the consequence of
the research object conditions. The research object is the problem bearer and the research subject is intended
for settling the problem and that is why it is chosen as the subject of the research. The statements discussed
are illustrated with the examples.

The development of the innovative capacity of universities in Russia due to the necessity of
commercialization results of scientific and technical activities, i.e. the transition from the subjective position
of the object in that part of the innovation system, which is the innovation potential and the need to
implement it. At present, laboratories, institutes and universities around the research community all over the
world are increasingly evaluated in terms of cost-effective use of technology in global markets and receive
strategic competitive advantage in the long term. Addressing the commercialization of scientific and technological
activities of universities, their degree is elaborated and implementation not only satisfies, but does not
correspond to the present state of the innovative capacity of higher education in Russia and the national
economy.

This article is devoted to prospect of activity special university structure, particularly scientifically
educational centers (SEC). Optimal system of management by SEC (matrix structure), creation of scientifically
educational networks are analyzed. The key characteristics for institute of scientifically educational activity
are marked out.

aspiration to develop an innovative economy creates a new task for universities. The preparation of specialists
for innovative economics needs to be oriented toward multi-subject and multi-technological approaches

Authors offer a universal method of forecasting inventive activity for any university by the formula for
calculation of the planned volume of statements on patents is offered. The formula is based on the statistical
data of inventors activity. The formula also allows to reveal departments of a technical profile with low
activity in inventive area. It will allow to direct efforts of patent services for increase inventive activity of the
faculty of these departments.

International management at a Higher Education Institution is considered based on the Tomsk Polytechnic
University (TPU) as an example. International cooperation areas and particular results obtained by TPU
over a five year period (2005 -2009) before getting National Research University status are given. The
University strategic tasks and indicators for international activity up to 2018 are stated. The article pays
attention on training managers and faculty members for international cooperation development. The patern of
joint TPU and NTF seminar program Higher Education Institution International Management realized in
2009 is given.

Public-private partnership (PPP) in mature markets proves to be one of the most effective tools of
investment projects realization in a social field, including education. The Russian PPP market is still in
embryo state: legal framework is not developed, tender processes are not perfect, there are yet no PPP
projects, successfully completed, etc. In this article the author analyses the current PPP experience and
considers the fields of its further development. The author bases upon international and Russian legal and
regulatory acts, uses materials of Vnesheconombank and Deloitte. Results of the survey, quoted in this article,
can become a pivot for further development of the Russian PPP practice.
