Abstract
The subject of the article by rector of MESI is a theoretical model of management of educational establishment regarded as an economical and social system. The impact of the information society on a conceptual model of educational activities is revealed. New methods of management and decision-making, proven tools and techniques for management and provision of educational process in a university under transformation are proposed. The deduced conclusion exposes the affordability and effectiveness of implementation of the concept exposing management of university integrated into the information society.

Projects are the engines that power the business transformation and, in turn, enable the organizational flexibility necessary to survive in today's world. For the most part, the science of project management has kept pace with the evolution of business over the past few decades. However, in certain areas, project management has not evolved in step with business and therefore cannot effectively address its challenges. The science of project management is constantly growing and changing to meet the many diverse needs of projects everywhere.

Abstract
The article is devoted to the questions of quality of education in various high schools of the world can be estimated and accessible index, which considers two base values - the creative potential of the professors, and the quantity of students, counting on the one professor.
We named the index in honour of M. Lomonosov - the Lomonosov index, L-index. For an estimation of quality of professor's work it suggested to consider their author's monographies, textbooks and methodical works (not references and publications in magazines). In technical colleges it makes sense to consider quantity of patents for inventions also. Possibility of such calculations has appeared with opening of electronic catalogues of the largest national libraries and patent bureaus.

Abstract
The goal of the article is to consider the importance of changing the organizational culture in higher education institutions in the context of the current market requirements. The authors analyze the phenomenon of organizational culture and neighboring terms, expand manysidedness of organizational culture. In the article there is described the objective factors, influencing the situation in higher education institutions and making necessary of organizational culture transformation. Also in the article there is done the research of organizational culture in the Siberian Academy of Public Administration. The research is made with the help of K.Cameron and R.Quinn methodology (OCAI).

On the basis of sociological research, which conducted in 2008-2010 in Yekaterinburg and the Sverdlovsk region by sociological laboratory of the Ural University, main factors, which affect to the choice of students' profession and future career, are analyzing in the article.
These data make it possible to build a policy to recruit young professionals to view the content of representations of students on the desired job.

Abstract
The algorithm of the regional business needs account at designing educational programs is described in the article within the framework of 3-rd generation state educational standards of the high professional education. The ways of transformation of these needs in the contents of the curriculum and working programs are shown in view of necessity of its outstripping updating for conformity with dynamically varying regional business needs for conditions of a competition. Recommendations on perfection of principles and technologies of designing of educational programs are given.
