The article analyses the up-to-date situation and problems of the system of professional education in respect to the modernization based on the transition to an innovative economy. Also there are examined the first-priority directions of a development of the system of professional education.

The article deals with the processes of internalization of higher education: case-study of the Peoples' Friendship University of Russia. The management of the process of internalization is considered at the institutional level taking into account the organizational and substantive aspects.

World economic crisis demonstrated inability of business education as a whole to react to it promptly and to take upon itself all the arising problems. Lack of a modern top-manager concept corresponding to the existing economic situation, lack of the characteristics of business schools potential audience, inability to provide forward-looking predictive education taking into consideration possibility of crisis development are among the most important reasons for that.
All these problems are to be solved in cooperation of business structures, academic science and the system of business education currently undergoing the stage of reforms. The article suggests the ways to solve the above-mentioned problems.

The development of the student innovation enterprise is the most important strategy task in the conditions of innovation economic. The authors give the evaluation of contemporary conditions for development of student business on the base of analysis of politic initiatives, innovation infrastructure and mental aspects. Special attention is paid to the comparative analysis of the investigation results of student's attitude to the enterprise in Russia and Finland.

The hypothesis is put forward and is proved: a primary factor for the status of federal university - mass introduction of author's lecture rates by professors. The author's rate is based on the creative research works executed by the professor. Creative works - works necessarily containing a gain of scientific knowledge. It is important for movement of the country in a direction of modernization and an innovation. The list of the concrete measures necessary for modernization of education at a level as of the ministry, and at a level of federal university is offered.

This article describes and explains the necessity of further development of engineering education at the Faculty of Economics and Management of Ural Federal University, corresponding to the urgent need for specialists, who can actively promote the processes of modernization of domestic producing on an innovative base.

The active forms of education, use of the specific forms for the different categories of the students are on the topic in the article. The special attention is paid to the modern distant form of education. The problems of the practical use of the active forms of education are on discussion, the strategic tasks are actualized , which permit to minimize those problems.

The article reveals the problem of the lack of manuals for new levels of higher education such as bachelor and master degrees. Different variants of educational and methodological support for special disciplines at master degree levels are analyzed. A conclusion is made and stipulated that it is a manual that should be used as a basis for educational and methodological support of a discipline at a master degree level, and, moreover,r this manual should be different from a manual used while teaching specialists. Eight demands which should be met by a manual of new level for a master degree programme are formulated. The author shares his personal experience of creating and editing educational and methodological literature aimed at master degree students.

Scientifically-innovative sphere - a vital part of activity of high school without which development it is impossible to raise its competitiveness at the present stage of development of system of higher education. For its maintenance it is necessary, that scientifically-innovative activity (SIA) was carried out consistently and on a constant basis which is provided at the expense of creation of an effective control system. In the given work the general approach to management of scientifically-innovative activity in QMS high school which was offered for considering from two positions has been offered: as a component of the processes characterizing basic kind of activity of high school, and as the independent kind of activity connected with performance of innovative projects.

An automated rating system for evaluating the lecturers activity is presented in the paper. The system is also developed for monitoring and data mining concerning the scientific research and educational work in the university. If can be used for collecting various reports, stimulating the lecturers activity and other duties during a calendar year. The system is a basis for the distributed gathering and the automated monitoring of aspects of scientific and educational activity of high school.

Authors analyze basic interests and expectations of partners as well as barriers, appeared on the way of efficient cooperation. Most universities are financed through budgetary resources and may receive additional income from extra-budgetary activities. The paper proposes a new grouping of the levels forming the financial base of budgetary institutions. This will more accurately assess the effectiveness of the functioning of institutions of higher education.

The present article contains an analysis of the existing procedure of filling faculty positions. Main issues of this procedure are described and possible solutions are proposed. A concept of federal information portal for announces of faculty vacancies is described. Foundations of methodology of evaluation of candidates are proposed.
