The analysis of global demographic, politico-social, economic-technological and cultural changes which
will define education sphere transformation in many countries of the world is carried out. Tendencies and the
factors, capable to define change in Russian formations the next 20-30 years are allocated. The key factor of
changes is end of the Enlightenment project (Knowing man) which provided processes of industrialization
and urbanization in the developed countries of the world and was the basis of mass educational practices.
Possibility of occurrence of new socially-anthropological projects and corresponding transformation of
education systems is discussed. Scenario variants of development of higher education in Russia are considered,
possible positions of federal and national research universities are formulated.

The goal of the article is an attempt to correlate university organizational culture and professional
education quality, researching internal and external factors influencing education quality. The authors analyze
the different education quality conceptions. In the article the authors try to correlate the elements of university
organizational culture and the elements of professional education quality. Also in the article there is done the
research of staff and students perception of the university, its organizational culture, their satisfaction degree
of professional education quality in the Siberian Academy of Public Administration.

In article results of representative research of satisfaction of employers by quality of graduates of high
schools in a hi-tech segment of the market of professional work of the Russian Federation are resulted. The
system of monitoring of satisfaction of the employers, including four elements is described: satisfaction by
personal development of graduates, their professional readiness, generated by readiness and competent
development.

algorithms of creation and application of the objective rating systems of the valuation through the next
components - system of the valuation of the kind of work, scales of the measurement/valuation of indicators
of the kind of work, normative-organizational and management-technological components

The authors present the results of their bibliometric research of dissertation flows in the field of
nanotechnologies in Russia. The dynamics of growth in the number of academic degrees awarded from 1995
to 2008 is discussed. Main trends are analyzed in the distribution of dissertations with respect to areas of
studies. An assessment is presented of staff retention in the field of science and technology for those who have
been awarded doctoral degrees.

The present article contains an analysis of problems typical for scientific direction of Ph.D. studies. These
problems include: financial and career motivation of scientific directors (instead of scientific goals), insufficient
understanding of functions that a scientific director must fulfill and lack of competences. Some solutions of
these problems are proposed.

The article is devoted to problem of effectiveness of high qualification cadres education on the joint of
sciences. The analysis of interdisciplinary education programs, based on the principles of integration of

the region of the Russian Federation, into innovative technological clusters. It is stipulated by the striving of
the universities to increase their strategic stability and not to be left on the periphery of the updated
