The article analyzes the major changes that have occurred in government innovation policy since 2009 when
government has announced the new strategic directions for development. More detailed analysis is related to
three types of initiatives. First - projects aimed to creation of technical infrastructure - such as technology
commercialization zones and Skolkovo project. Second - support of small innovative enterprises. Third -
stimulating of linkages among actors of innovative system. It is demonstrated that at the moment innovative
policy is not balanced and successive because the chosen priorities and approaches to their implementation to
do lead to interconnected innovative system. The least optimistic view may be expressed towards the level of
effectiveness of the policy because all indicators of innovative activity in the country show that oasis of
innovation activity grow at the places where government is least interfering.

The role of the interuniversity interactions and of the integration of the university and its partner's
activities in the national research university development is under consideration. Formation of numerous
centers for research and research based education as projects (and projects of projects) of the university is
singled out. The necessity of evolving the project oriented management culture is underlined

The need of the updating the educational system of the university to improve the efficiency of its
interaction with business entities and authorities in the region was substantiated in the article. An analysis of
different approaches to the management of university interaction with the environment was submitted. The

The author offers a concept of strategic IPR management of the University scientific educational complex.
The concept is based on features of University technology transfer process. The proposition is that University
activity in technology transfer is not only for-profit one. Quite the reverse, it is also activity of public utility
aimed at satisfaction of social needs in knowledge, with a necessary balance of economic interests of all the
participants of technology transfer processes. The author reveals key aspects of intellectual property rights as
subject to management, describes the ways of IPR protection in Russian Federation and proposes decisionmaking
factors for choosing the way to protect IP.

Reforming of high schools cause an aggravation of a socially-psychological situation on faculties, occurrence
mobbing. Exists two kinds mobbing: vertical - bossing when psychological terror proceeds from the chief;
horizontal - when it proceeds from colleagues. The author analyzes the organizational and personal reasons
of occurrence mobbing, the forecast of its development and possible ways of the termination.

It is shown by that the most efficient facility morally-moral, spiritual, patriotic education student is a
creation public student organization. Activity these organization must be directed on decision concrete socialcultural
problems, ensuring the necessary conditions for self-organization out-of-studies to activity student

In article the inter-regional migration of 11-year school graduates linked with higher vocational educational
attainment is considered. The regions which are the large educational centers are allocated. The indicator
characterizing educational force of attraction of region is introduced. The analysis of factors it depends on is
carried out. Linear regression model of an indicator of educational popularity dependence from significant
factors is offered.
Based on the received results it is possible to develop the managerial decisions directed on preservation
of regional educational and scientific systems, to attract young shots to scientific and teaching work in high
schools, to satisfy interests of local business and regional economy development.

The analysis of influence role of high schools branches in maintenance of economy need in qualified
personnel on the basis of activity estimation of the basic high schools, reception structure in high schools
branches by education of entrants, training structures by high schools branches of qualified personnel in a cut
of the integrated groups of specialities and subjects of the Russian Federation is carried out.
