The article written by the VSUES Rector presents analysis of the university activity on designing the management system corresponding to the requirements of the social environment. It reveals the university experience in the sphere of strategic planning. It gives a description of the tools used for elaborating and implementation of the strategy of a socially responsible university. The article provides a basis for the features characterizing VSUES as an entrepreneurial Higher Education Institution. The article is devoted to Russian universities strategic development programs generation issues. The requirements of Ministry of education and science of Russian Federation to the structure of a development program for federal and national research universities are analyzed in the article as well as the conditions of the tender for support of universities strategic development programs. The strategic development model is considered, the requirements to the program and approaches to its implementation control are defined, including management by parameters and program-wide actions.

The method for the solution of the formalization problem is introduced which involves multiple performance indicators. Given in the article has several advantages over methods suggested before.
