Abstract
The article considers one of the key factors for sustainable development of the university: the accumulation and development of human capital, implementing policies that encourage people to improve their knowledge, skills and competence. To increase the capitalization of human capital on the one hand, and increase human capital generated financial income to the university, on the other hand, the top management faces the task of optimal investment funds in the human capital of the University in a competitive environment, risks, and resource constraints. We propose a multi-period model, which describes a functional dependence of the mutual influence of human capital of university teachers and additional financial flows to the university as the level of human capital increases. According to the results of modeling and numerical calculations authors propose strategy of investing in human capital for different teachers of the department's strategic goals at the university level.

Abstract
This paper considers the results of research dedicated to study the range of features of universities contemporary personnel policy. This policy is currently transforming under the influence of range of institutional changes. What types of responses do universities demonstrate to meet the transformations? The following proposition was done: increasing pressure of government and society on universities can be considered as a trigger for organizational adjustment initialization. It could lead either to standardization or to differentiation of general and functional strategies including personnel management. The expert survey has been done (15 expert from universities situated in 10 regions of the Russian Federation). It allowed for marking the scopes of standardization and differentiation of universities personnel policies as well as the range of response to institutional changes (reactive, proactive and status quo).

Abstract
Some aspects of basic approaches and principles for the university typology development are in focus. The role of academic staff as a factor of university differentiation is discussed. The particular importance of actual performance (outcomes) of universities while developing typologies and classifications is noted. A method for quantitative evaluation of the radius of university influence on the basis of information about the geography of students and the employment of graduates is suggested.

Abstract
Studying the effects of the higher school reform is given from the point of view of conflict analytic approach based on the teacher's opinions, their perceptions of own socio-economic status and profession prestige. Social inequality as a way of existence of universities hierarchical structures and teacher's social deprivation observed in the low income regions provincial universities reveals the ineffectiveness of the control system, reducing the stability of the institution's social space, the deterioration of teacher's psychological well-being, the exhaustion of the action potential non-monetary academic rents and growth of the middle class.

Abstract
The article describes two multiperiod models for choosing optimal strategies of interaction between a university and various stakeholders in conditions of uncertainty. Both models deal with multiple scenarios that change the relations between a university and various groups of interested parties in a certain manner. Each scenario forecasts the dynamics of changes in the relations and calculates weight coefficients determining the feasibility of choosing a strategy of interaction between the university and each particular stakeholder. Within the first model, a decision on choosing a strategy is made with the help of a generalized criterion comprising mathematical expectation and mean-square deviation. This model makes it possible to identify and rank a Pareto-optimal set of strategies and determine the boundaries of a decision maker's risk tolerance. Within the second model, optimal strategy is chosen based on an expected utility criterion.

Abstract
The article deals with the main trends in foreign and Russian higher educational systems such as increasing numbers of students and internationalization of universities. All trends mentioned above go hand in hand with the revolutionary changes in educational technologies connected with the development of ICT. Main stages of the history of distant learning are analyzed and the role of ICT is specified. Besides, the authors pay special attention to the problem of digital content used in distant education as well as in the framework of web education. Foreign and Russian experience in elaborating of so called MOOC (massive open online courses) is analyzed and its problems are revealed. Also the authors present their own experience in elaborating and using multimedia module that is very close to MOOC. The didactical structure of the multimedia module is also declared.

Abstract
The "cost disease" was recorded in U.S. higher education and other countries. In the USA The Delta Cost Project conducts continuous monitoring of university costs and students education costs starting from1987 to 2010. A. Rubinstein confirmed the hypothesis of the existence of the 'cost disease' for cultural organizations in Russia. In this paper we answer the question whether there is a 'cost disease' in the system of higher education in Russia. The article uses results of the project "Transforming education economics in the context of expanding resources" within the framework of fundamental research program of Higher School of Economics.

Our study shows successive stages of change in public demand for higher education and confirms justified consequences of transition to decisive actions pertaining to optimization of educational, material and technical, financial and intellectual resources.

Abstract
The article presents the analysis of university endowment organization, highlighting the main parts of the organization and theories of the functioning (flows) on the basis of a systematic approach of strategic management developed by Henry Mintzberg. Endowment fund activities are structured by synchronizing activities of the three organizations: the university, the endowment fund and the investment company.

Abstract

The paper presents the results of forecasting the admission quotas in the medium term, using multi-stage choice models.

Abstract
The article describes the concepts of the «road map» as one of Foresight methods, its appearance and distribution in the global system of strategic management. The principal difference of this method in comparison to traditional planning approaches is given, the universal tools of roadmapping and the specificity of their application in the education field are shown, illustrated by the example of roadmaps for the Republic of Tatarstan's educational complex development and for the creation of Scientific and Educational Park within the framework of the project «INO Tomsk 2020».

Abstract
The article is devoted to the development of a tool for strategic analysis for performance management of the university. The theoretical approach and practical tool for the development of inter-related mathematic models is considered, which allows for projecting long-term dynamics of 7 integral university key performance indicators which form the base for evaluation of the university as part of the Ministry of Education of Russia "monitoring effectiveness of the higher education institutions". The implementation of suggested approach as an information system would allow higher educational institutions to carry self-assessment including activity and place evaluation in the ranking, and correct the development trajectory; make scientifically-based administrative decisions on advancing any institution-competitor.
