Abstract
Two general characteristics of the university teacher?s activity are introduced: ?leadership index? and
?harmony index?. The former determines relative efficiency of the teacher?s work ?deep down?, i.e. in the most
effective for the teacher direction of the work, while the latter determines relative efficiency of the teacher?s
work ?in breadth?, i.e. the degree of his/her universality, balance of the work. It is proved that these
characteristics due to their commonness can be used to create a competitive environment inside one university
as well as between different universities irrespective of their character

consulting group, the analysis method of hierarchies and the McKinsey Model are used. Some factors influencing

Support Program, funded by the Carnegie Corporation of New York and administered by IREX. Under the
auspices of this program, Russian university administrators are hosted by their American counterparts and
assisted in the research of topics that are of vital importance in contemporary Russian university management,
such as strategic planning, the establishment of credit systems, and compliance with the Bologna Process.
After their internships, the administrators are eligible for grants in order to implement the results of their
