In article necessity of creation and development of an innovative infrastructure within the limits of
national research university is proved. Its basic elements, and also process of commercialization of scientific
and technical workings out are considered.

The article presents an analysis of the development programmes of Russian research universities. The
analysis focuses on the programmes ability to develop human resources capacity. The research methods used
are the following: content analysis, comparative financial analysis, and system analysis. The article includes
the current problems review, an assessment of the universities human resources policies as well as some
possible ways of their improving.

In the article the challenges of global and national scale to higher professional education system in Russia
are discussed as well as the necessity of higher professional education system modernization and adaptation
to global requirements of todays world, new requirements to strategic planning of technical university
activities are observed. Questions of strategic planning for modern technical university are viewed with
considerations based on National research Tomsk polytechnic university experience through TPU concept of
development and the main points of TPU integrated program of strategic development for the period of
2011-2015.

The author considers the process of university management modernization and integration with the
business community both for the purposes of commercialization and innovation and sharing experience in
management consulting. The author details key areas of such engagement and its specific features and gives
companys hands-on examples of successful cooperation between professional consultants and Russian higher
institutions.

In this study the problem of finding the needs of priority modernization and technological development
(PMTD) of Russian economy with personnel with higher vocational education is considered. Prognostic
estimate of PMTD labour needs was counted based on the methodology of forecasting the needs of economy
in personnel with vocational education, which was developed by the Budget monitoring center at Petrozavodsk
state university. A thorough study of supply and demand on the labour market was carried for every PMTD
based on both the professional and qualification structure and volume of specialists training for each field of
PMTD and for Russia as a whole

Vision for the future of higher education in Russia, obtained from the results of interviews with experts
and expert survey from 12 major Russian cities is presented in article. During the survey, the experts have
compared the options of the future of higher education in Russia in the horizon until 2030; have defined the
mission and functions of higher education; have rated probability and significance of possible critical situations;
have identified an advanced technologies and formats of high school; have formulated general guidelines of
state policy in higher education in Russia.

The article analyzes the integration process of integration of the heterogeneous distributed information
systems. The architecture of the integration platform constructed under concept SOA is described. The
format of sent messages is described. The result of an experimental research of an integration platform on an
example of integration of divisions MIREA is resulted.

This article contains: A data flow diagram of the university, system of university management, An
information model for information provision of Administrative Management System of university, distinctive
feature of which is providing of active information support of decision making at all levels. This information
model includes five information-analytical units. It presents on the one hand sources of information, on the
other hand- generated during the creative process control output information.

In the article the approaches to definition of concept of the educational environment of high school are
analyzed. The pedagogical reserve of the educational environment of high school is opened. The mechanism of
designing of the educational environment is described and the total characteristic of its components is given:
subject-objective, functional-target, technological and diagnostic-productive.

In article the technique of construction of target ratings of efficiency and productivity of activity of high
schools is considered. It will allow to carry out the comparative analysis of high schools with the account last
changes in the legislation.

The internal university arrangements of the leading Russian universities academic activity management
in conditions of muli-level degree system becoming are considered in the article. The author is analysed the
amount of management levels, their structure and degrees of the leading Russian university top-managers.
