The paper focuses on the factors contributing to the success of the UK universities recognised as Entrepreneurial University. The paper is grounded in approach towards entrepreneurial university developed by the UK National Council for Entrepreneurship in Education. It evaluates the experience of eight universities, winners of the Entrepreneurial University of the Year since 2008. The paper emphasises the importance of transformational leadership which impact the universities strategic goals and contribute to embedding entrepreneurial practices throughout the university to foster entrepreneurial students and staff.

The article deals with approaches to quality evaluation of vocational education graduates. The drawbacks of existed models and methodics are scrutinized. A new methodic on quality evaluation of vocational education graduates takes into consideration two introduced types of factors: internal (of vocational education institutes) and external (of external environment). The results can be applied in the future both for quality evaluation of vocational education graduates in vocational education institutes in Russia as well as in decision-making process aimed at educational activity upgrade and graduates’ efficient employment

The article considers the problem of attracting and retaining young people in science and proved its relevance. In addition to the existing mechanisms in article offers a formalized method of solution of this problem. This method is focused on a specific goal and extra-budgetary sources of financing. The author proposes an algorithm for program realization of this method.

In article results of performance monitoring of institutions of higher education of Russia are described. Monitoring is carried out in the autumn of 2012. The author made an attempt to create model of effective institution of higher education and department on 16 indicators. Efficiency monitoring of higher education institutions generates false conclusions: the training of specialists, demanded by modernized economy isn’t a main direction of university activity. The financial and commercial results activity of higher education institution becomes a priority. In the article principles of innovative development of higher education in Russia are formulated that will allow smoothing a contradiction between personnel requirements of a labor market and a consumer demand for the educational markets.

The article provides a review of economic and organizing aspects of the situation of disbalance between the labour market of highly skilled workers and the services market of vocational education. The authors substantiate the necessity of priority development of vocational pedagogical education and the need of applying innovative models of training labour force.
