Transparent informational environment as a strategy for upgrading attractiveness of higher educational university for students

Abstract

The article suggests the concept of transparent informational environment at the labor market as one of the instruments for upgrading efficacy of higher educational institution functioning. The aim of the article is to analyze foreign experience and using the analysis as a basis describe the concept of transparent labor market informational environment which facilitates creation of new communication system between labor market participants, educational services market, community and public/professional organizations. Research methodology is based on the elements of informational theory in the field of creating new and upgrading efficacy of existing communication channels. The authors suggest approaches increasing efficacy of information usage (pragmatic measures) and decreasing unawareness of end - users (syntax measure). Methodology includes elements increasing the growth of informational structure and lead to positive changes in the structure of economics, labor and education. The concept is based on the thesis of free access to information and its distribution. The article consists of introduction, four parts and a conclusion. The first part unveils the concept of labor market transparent informational environment from the point of view of a higher educational institution. The second part shows modern educational challenges as seen by higher educational institutions, in particular problems related to students' behavioral peculiarities during enrollment stage. The third part transparent informational environment is presented as a perspective managerial solution for a higher educational institution allowing for upgrading efficacy of informational channels between local educational services market and regional labor market. The fourth part explains the idea of implementing transparent informational environment at the university platform.
