Economics of a classical university in a period of transition

Abstract

Transformation of socio-economic relations forms new structures of economics of all the subjects of market relations including universities. During the last years financing of higher education in Russia is characterized by the growing decentralization of the budget process. As a result the systems of budget forming in universities and conditions of financial management have being changing.
