Editorial Policies

Aim and Scope

University Management: Practice and Analysis is aimed at encouraging scholarly exchange and mutually beneficial cooperation between specialists investigating various fundamental and applied issues pertaining to university management. Among them are creation of conditions for promoting innovations in higher education, use of information and communication technologies in university management, support of personnel training, development of university infrastructure, management of the quality of higher education, as well as various methodological aspects of university functioning.

The Journal publishes original research papers, review articles and short communications in the Russian or English languages that present the latest achievements in the aforementioned directions.

The aim of the journal is to achieve the status of the international multidisciplinary journal exploring university management issues in the context of transition economies.

To achieve the aim, the journal sets the following objectives:

– attracting authors from different countries among researchers and specialists in university management;

– expanding readership through adopting the open access and bilingual policy;

– increasing the academic standard of selecting and preparing publications, ensuring strict adherence to publication ethics

Open Access Policy

University Management: Practice and Analysis adheres to the policy of maximum visibility of its content, which is expected to contribute to the sustainable development of scientific knowledge. Therefore, the Journal provides immediate open access to all articles published therein on the basis of principles formulated in the Budapest Open Access Initiative (BOAI) definition. This framework permits any user to read, download, copy, distribute, print, search, or link to the full texts of the articles published in the journal, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from having access to the Internet itself.

All articles published in the Journal are made available on the Journal’s website and in PDF format for each article without any embargo period.

Peer-Review Procedure

1. All manuscripts submitted to the editorial board of the University Management: Practice and Analysis journal are subject to mandatory double-blind peer review. This method of scientific expertise implies that neither the reviewer is aware of the authorship of the manuscript, nor the author maintains any contact with the reviewer.

2. Submitted manuscripts are initially checked against minimal acceptance criteria to ensure that their research subject fits the aims and scope of University Management: Practice and Analysis and that all formal requirements set out in the Author guidelines are addressed. In the case where a manuscript is presented in a form contradicting the requirements given in the Author guidelines, the author/s are requested to re-submit the text in the appropriate form.

3. Manuscripts that do not fall within the thematic scope of the Journal are not accepted for further peer review, about which the author/s are notified within 2 weeks of submission.

4. The Editor-in-Chief has the right to reject a manuscript before peer review in case of its low scientific quality, about which the author/s are notified in writing.

5. The submitted manuscripts that meet the minimal acceptance criteria are forwarded to peer review by two (as a rule) experts in the corresponding research field.

6. Peer review is performed by leading Russian and foreign researchers, including the Editorial board and Editorial council members. The Editor-in-Chief or deputy editors select reviewers for each submitted manuscript.

7. The peer-review process in University Management: Practice and Analysis is normally completed within the period of 1.5 month. However, upon the request of the reviewer/s, or provided that an additional expert evaluation is required, the peer-review period can be extended. The author/s are notified in writing on the extension of the peer-review period.

8. Materials for the current issue are selected in accordance with the editorial priorities. 

9. Reviewers are informed that the manuscript sent for review are privileged communications and are the private property of the author/s. Reviewers are not allowed to use materials contained in the manuscript under examination for their own benefit.

10. Reviewers should decline a peer-review invitation in the case of any relationships that could be viewed as a potential conflict of interest, since such relationships may affect the impartial evaluation of the work under review. 

11. Reviewers are requested to include the assessment of the following aspects in their report: a) relevance of the presented research to the contemporary achievements in the field; b) novelty and impact of the findings; c) advantages and disadvantages of the work; d) quality of figures and tables, as well as other illustrative materials; e) suitability of the form, in which the research is presented, including the quality of references, the abstract, etc.; d) compliance of the manuscript content with its title.

12. Upon the completion of peer review, reviewers are requested to propose one of the following recommendations:

  • accept the manuscript for publication it its current form;
  • request the author/s to revise their manuscript following the presented suggestions;
  • reject the manuscript outright.

13. The texts of the reviews are forwarded to the author/s.

14. In the case where the reviewer/s have recommended revisions, the Journal requests the author/s either to make the necessary corrections or argue them reasonably. The revised version of the manuscript is re-submitted within the period of maximum 2 months for final assessment. The revised manuscript is additionally sent for review.

15. Revised manuscripts re-submitted after 2 months of receiving the initial review are withdrawn from the publication process. The author/s are invited to submit their manuscript as a new submission. The Editorial board treats such manuscripts as entirely new submissions.

16.  In cases when one of the reviewers has not recommended the manuscript for publication, the Editorial board has the right to send it to one more reviewer for additional evaluation. 
17.  The authors are requested to notify the Editorial board verbally or in writing if they decide to refuse from revising their manuscript following the reviewer’s comments, thus refusing from publishing their manuscript.

18. Positive reviews do not guarantee the acceptance, since the final decision on the publication lies exclusively with the Editor-in-Chief.

19. Manuscripts that have been rejected following the peer-review process cannot be submitted to University Management: Practice and Analysis again.

20. Upon the decision to accept the manuscript for publication, the author is notified of the scheduled period of publication.

21. All conflicts arising during peer review are resolved exclusively by the Editor-in-Chief. 

22. Original reviews of submitted manuscripts remain deposited during the period of 5 years.

23. No fee is charged for providing peer review.

 

Indexation

Articles in the journal are indexed by several systems:

  • Russian Scientific Citation Index (RSCI) – a database, accumulating information on papers by Russian scientists, published in native and foreign titles. The RSCI project is under development since 2005 by “Electronic Scientific Library” foundation (elibrary.ru).
  • Google Scholar is a freely accessible web search engine that indexes the full text of scholarly literature across an array of publishing formats and disciplines. The Google Scholar index includes most peer-reviewed online journals of Europe and America's largest scholarly publishers, plus scholarly books and other non-peer reviewed journals.

 

Publishing Ethics

University Management: Practice and Analysis is a double-blind peer-reviewed scholarly journal guided exclusively by the benefit of science. The Editorial Board has no political, ideological, confessional or other preferences. All parties to the process of academic communication (i.e. authors, reviewers, editors and Editorial Board members) should make every reasonable effort to adhere to this Ethical Code, which has been developed in compliance with international best practices in scholarly publishing and following the recommendations of the Committee on Publication Ethics (COPE) and the Declaration “Ethical principles of scientific publications” by the Association of Scientific Editors and Publishers (ASEP, Russia).

The Editorial Board conducts its work according to the valid legislation of the Russian Federation.

 

  1. Authorship

By submitting a manuscript to University Management: Practice and Analysis for consideration of publication, the author thereby confirms his/her authorship. In cases where a research study presented in the manuscript has been conducted in collaboration, one of the co-authors manages the submission process provided that all other co-authors have been properly acknowledged. Each co-author should have participated sufficiently in the research to be listed as a co-author. Authorship credit is based on a substantial intellectual contribution to either of the following research stages: research design and conceptualization, methodology development, data collection, analysis and interpretation of the results, drafting and finalizing of the manuscript.

All the authors should participate in the critical revision of the manuscript before its submission.

All the authors should provide their consent to the publication of the final version of the manuscript.

All the authors accept responsibility for the published work in its integrity, not only for the parts performed personally by them.

The co-authors are listed by relative contribution, with the author who has made the greatest contribution being mentioned first. In cases where the co-authors contributed equally, their names are mentioned in alphabetic order.

The authors of the manuscript designate the corresponding author, a person who bears responsibility for communication with the Editorial Board at all stages: during the manuscript submission, peer review and its preparation for publication. The corresponding author makes sure that all requirements are fulfilled, including adherence of all the authors to this Ethical Code, presentation of proper information about conflicts of interest, text preparation, grant funding, etc. The corresponding author should respond to the Editorial Board’s queries in a timely manner, including following the publication stage to provide additional information (upon request) or respond to readers’ critical comments. 

Contributors not meeting the aforementioned authorship criteria (substantive intellectual contribution, preparation and critical revision of the manuscript, approval of the final version of the manuscript, consent to be accountable for the work in its entirety) cannot be credited as the authors. However, their contribution must be recognized in the Acknowledgements section. 

 

  1. Plagiarism

Any form of plagiarism, including self-plagiarism, constitutes unethical academic behaviour and is, therefore, unacceptable. Simultaneous submission of one and the same manuscript to more than one journal is considered unethical practice. The authors are requested to adhere to the principles of academic honesty and respect the interests of other researchers.

All the manuscripts submitted to University Management: Practice and Analysis are analysed for inappropriate borrowings and plagiarism using the Antiplagiat system (for papers written in Russian) and Google Scholar tools (used for papers written in English).

Plagiarism may take diverse forms, such as:

  • use of any information published in other editions without indicating the primary source;
  • use of images, pictures, photographs, tables, diagrams, schemes or any other forms of graphical information without indicating the primary source;
  • use of any materials published in scientific and popular editions without approval of the copyright holder;
  • incorrect citation, including incomplete bibliographic description of the source, which prevents its identification;
  • reference not to the primary source of the borrowed text without clear indication of this fact, which may result in mistakes with the determination of the primary source;
  • use of the author’s previously published materials without indicating the source (self-plagiarism);
  • references to non-existent sources, misrepresentation of data (fabrication);
  • manipulation of borrowed materials and illustrations, which distorts the research findings and conclusions;
  • absence of in-text references to the sources listed in the bibliography of the paper.

Any paper, in which plagiarism has been detected or suspected, shall be withdrawn from the publication process, even if the paper has already been published.

3. Ethical principles for research involving human participants

 Publications reporting research studies in the field of social sciences should be guided by the ethical standards of social responsibility, given that recommendations and conclusions can have a significant impact on the lives of individuals, social groups and society as a whole.

The authors of publications must observe the principles of objectivity, focus on high professional standards, avoid the possibility of truth distortion, provide full information about the research along with the comprehensive description of research methodology.

The authors should attempt to prevent professional conflicts that could potentially affect the quality and validity of scientific research.

The authors must ensure that their respondents are adequately informed about the aims of the study.  The authors should never use their position to obtain information in a fraudulent manner. The information obtained during the course of the study cannot be used in the interests of any party.

The authors should maintain the participants’ confidentiality and notify them about possible risks. Research involving human participants require informed consent, and the participants should never be coerced into participation.

Confidential information obtained as a result of the study must remain confidential, and the authors must never use it for any purpose not known to the research participants.

 

  1. Retraction policy

A retraction procedure in compliance with the COPE protocol is applied whenever the Editorial Board:

  • receives evidence of the fraudulence of the published information as a result of either the authors’ conscious actions or bona fide errors (e.g., non-intentional errors in calculations);
  • receives evidence of multiple publications or multiple submissions;
  • reveals the fact of a deliberate or non-intentional concealment of a conflict of interest, which could have affected the interpretation of the data or recommendations on the use of the obtained results.

Retraction is aimed at correcting errors in publications and informing the readership about the papers comprising erroneous data.  

Retraction does not imply deletion of the publication from the website of the Journal or corresponding citation databases. A retraction note is published alongside the original publication. The original article is retained unchanged, except for a watermark on the .pdf indicating “retraction”. This is of particular imporance, since the paper may have already been cited by third parties. Information about retracted papers is presented on the Journal's website.

 

  1. Conflict of interest

Public trust in science, as well as the overall credibility of scientific findings, depends on how well potential, perceived or actual conflicts of interest are mitigated and managed. Conflicts of interest can arise during the course of research, peer review and the publication process. Conflicts of interest arise when there is a risk that independent professional judgement can be influenced by personal or financial interests.

The Editorial Board of University Management: Practice and Analysis requires their authors to disclose any relations with institutions that may have affected the interpretation of the obtained results or the formulated recommendations. This information should be disclosed in the metadata “Conflict of interest” (if relevant).

Reviewers should not consider manuscripts, in which they have conflicts of interest resulting from competitive or other relations with any institutions involved in the research.

The Editor-in-Chief should pass the submitted manuscript for consideration by another Editorial Board member (Executive Editor, Editorial Board member) if he/she discovers conflicts of interest resulting from competitive or other relations with any of the authors or institutions involved in the presented research.

Articles submitted by the members of the Editorial Board or the Editorial Council are treated on general grounds.

All actions related to the paper submission, peer review and acceptance/rejection processes should be inspected for potential conflicts of interest in a preventive manner. Any unresolved conflict of interest must be considered by a specially convened commission that includes two Editorial Board members not related to the conflicting parties and three independent specialists not related to the Journal.

5.1. Ethical code for the Editor-in-Chief and Editorial Board members

The Editor-in-Chief bears full personal responsibility for the content published in the University Management: Practice and Analysis journal. The Editor-in-Chief is guided by the Ethical code presented herein, as well as by the valid legislation of the Russian Federation with regard to defamation, copyright infringement and plagiarism. 

The Editor-in-Chief and the Editorial Board members should adhere to the following ethical principles:

  • base their decisions solely on the validation of the work in question and its scientific rigour;
  • evaluate manuscripts for their intellectual content without regard to the race, sex, sexual orientation, religious beliefs, ethnic origin, citizenship, social status, political preferences of the authors or their academic ranks;
  • defend the freedom of scientific inquiry;
  • keep any information about submitted manuscripts confidential from anyone except from those directly involved in the publication process;
  • never use information or ideas contained in the submitted manuscripts for their personal benefit;
  • protect the confidentiality of Reviewers’ information;
  • ensure the confidentiality of the entire peer-review process;
  • ensure that the submitted manuscripts be processed in a timely and efficient manner;
  • be mindful that the primary goal of the Journal is the benefit of science, not profit;
  • withdraw manuscripts with suspected plagiarism from the publication process;
  • continuously update the pool of independent specialists acting as peer reviewers;
  • constantly work on raising the ethical standards of editorial work and the publication process;
  • ensure the quality of linguistic translation by means of employing professional specialists in cases when the original text is translated into another language (English or Russian) before publication.
  • convene meetings of the Editorial board, either in person or remotely, at least 3 times per year to make strategic decisions or discuss current issues;
  • promote discussions on the Journal pages and be prepared to respond to critical comments to the articles published therein;
  • consider manuscripts containing negative results on general grounds.

5.2. Ethical code for Reviewers

Reviewers' work is aimed at providing a rigorous scientific evaluation of materials submitted to the Journal. Therefore, their behaviour should be unbiased, which is expressed in adherence to the following recommendations. Reviewers shall:

  • consider a manuscript under review as a confidential document, which cannot be forwarded to third parties without the Editor-in-Chief’s prior consent;
  • provide unbiased and objective assessment of the paper under review;
  • express their opinion clearly and comprehensively, refraining from any personal criticism of the author;
  • never use information contained in the paper under review for their personal purposes;
  • excuse himself/herself from the review process if they feel unqualified to review the proposed paper, or if there is any doubt that they might not complete the review within the specified time period;
  • declare any potential conflicts of interest (which may, for example, be personal, financial, intellectual, professional, political or religious) prior to agreeing to review a manuscript.

5.3. Ethical code for Authors

The authors bear personal responsibility for the content of their manuscripts and are expected to follow these ethical principles. The authors shall:

  • present accurate account of their research work. The knowingly submission of false or fraudulent results is considered to be a case of malpractice and is, therefore, unacceptable;
  • guarantee that their manuscript is their own original and independent work;
  • ensure that all persons that have made a significant contribution to the research presented in their manuscript have been credited as co-authors;
  • ensure that all named co-authors have expressed their consent to publication and to being named as a co-author;
  • ensure that all co-authors have approved of the final version of the manuscript and expressed their consent to publication;
  • give credit to the authors of cited documents by providing correct bibliographic references to the sources;
  • if needed, provide access to the raw data, which has relation to the work, both at all stages of the publication process and after the paper has been published;
  • never submit manuscripts describing essentially the same research in more than one journal of primary publication;
  • refrain from making defamatory statements in their articles, which could be construed as impugning any person's reputation;
  • indicate correctly all sources of funding, particularly if these could have had an impact on the research results, their interpretation, the Reviewers’ decisions, or provoke any conflict-of-interest situations;
  • inform the Editor-in-Chief about any errors that have been revealed in their work, at any stage of the publication process;
  • disclose any intangible or tangible conflicts of interest.

 

  1. Protection of personal information

In their work, the Editorial Board is guided by the valid legislation of the Russian Federation with regard to confidentiality issues, including the Federal Law No. 152-FZ “On Personal Data” passed July 27, 2006 and the Federal Law No. 149-FZ “On the Information, Informational Technologies and the Protection of Information” passed July 27, 2006. The editors must always protect the confidentiality of personal information obtained during professional interactions. If necessary, the Editor-in-Chief is entitled to require written informed consent for publication from people who may recognize themselves or be identified by others (e.g. in case studies or in photographs).

 

  1. Relationship with the Founders

University Management: Practice and Analysis has been founded by the Ural Federal University named after the first President of Russia B. N. Yeltsin, National Research Tomsk State University, Lobachevsky State University of Nizhny Novgorod, Kemerovo State University, Novosibirsk State Technical University, Petrozavodsk State University, Vladivostok State University of Economics and Service, Non-Commercial Partnership “University Management: Practice and Analysis”

Relations between the Editorial board and its Founders are based on the principle of editorial independence. The Editorial board makes publication decisions exclusively on the basis of the quality and suitability of the paper for the Journal, without any intervention from the Founder. The position of the Founder cannot be considered as a basis for interfering in the functions and duties of the Editor-in-Chief and the Editorial Board. Editors resist any action that might compromise the editorial independence.

 

  1. Intellectual property

Intellectual property issues in the Journal are governed by the Russian Federation legislation and respective international norms and agreements.

Charge Policy

The Journal does not charge the author either article processing charge (APC), or article submission charge. Therefore, no fees are charged at any stage of the publication process, including submission, reviewing, editing and publishing.

 

Disclosure and Conflict of Interest

Unpublished materials disclosed in submitted manuscripts must not be used in reviewers’ own research without the express written consent of the author. Privileged information or ideas obtained via peer review must be kept confidential and not used for personal benefit.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative or other relationships or connections with any of the authors, companies, or institutions related to the manuscripts.

 

Plagiarism detection

All manuscripts submitted for consideration of publication to University Management: Practice and Analysis undergo plagiarism vetting using the Russian-language plagiarism detection software Antiplagiat  (for manuscripts in Russian) and Google instruments (for manuscripts in English). In cases when plagiarism has been identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in University Management: Practice and Analysis, authors are allowed to make their manuscripts available as preprints on personal or public websites.

As part of the submission process, authors are requested to confirm that the submission has not been previously published, nor is under consideration of publication by any other journal. After a manuscript has been published in University Management: Practice and Analysis we suggest that a link to the article on the Journal's website be provided when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

All articles published in University Management: Practice and Analysis  are assigned with individual DOIs (Digital Object Identifier).
