В статье рассматриваются основные тенденции в стратегическом управлении финансовой деятельностью вуза в условиях изменения внешней и внутренней среды, выявляются принципы функционирования выпускающей кафедры как стратегической хозяйственной единицы, определяются направления трансформации системы бюджетирования вуза, а также предлагаются инструменты установления эффективных внутривузовских финансовых взаимоотношений. К последним, в частности, относятся внутренний аутсорсинг, трансфертное ценообразование, внутренний контроль и аудит эффективности использования ресурсов, применяемые с учётом специфики вуза.
The article considers main tendencies in strategical management by university's internal activity in the conditions of external and internal circumstances' change, reveals principles of functioning of the department as strategical economical unit, determines directions of transformation of university's budgetary system and also presents instruments for fixing effective internal internal interrelation in universities such as internal outsourcing, transfer pricing, inner control and audit of the effective resource employment employing with university's specific character.
