В статье анализируется опыт программы «Фундаментальные исследования и высшее образование», реализуемой совместно российским правительством и американскими научными фондами. Рассматриваются цели и итоги реализации программы, определяются успешные управленческие подходы к интеграции образования и науки. Анализируются пределы и ограничения, накладываемые общими организационно-правовыми условиями на возможность глубокой интеграции образования и науки.
The article is devoted to the analysis of the experience of the ?Basic Research and Higher Education Program? that is being implemented jointly by the Russian government and American grant-awarding foundations. Major program purposes and results are analyzed; successful approaches to program management and integration of research and education are identified. Limitations and restrictions of current organizational and legislation basis in the area of integration of research and education are summarized.
