Раскрывается проблема оптимизации управления университетом в целом и управления персоналом как ведущей подсистемы менеджмента вуза. Приводится анализ практики применения различных методов оценки персонала динамично развивающегося университета. 
Рассматриваются современные технологии деловой оценки, планируемые к применению в ближайшей перспективе, положительно зарекомендовавшие себя, в том числе, и в бизнес-среде (профессиональные конкурсы, оценка при формировании кадрового резерва, ассессмент).</p></abstract><trans-abstract xml:lang="en"><p>The authors of the present article take Vladivostok State University of Economics and Service as an
example to determine strengths and weaknesses of higher educational institution staff administration. The
problems of optimization of university management and staff administration as a leading subsystem of university
management are described. The practical application of various methods of dynamically developing University
staff evaluation is analyzed.
Modern technologies of appraisal are studied, successfully proven in different spheres, including business
environment (professional competitions, evaluation in the process of personnel reserve formation, assessment)
