Вопросы расширения доступности высшего образования разных стран укладываются в рамки определенных закономерностей по мере достижения желаемых результатов. Проведенные исследования свидетельствуют о последовательной смене этапов изменения общественного спроса на высшее образование и подтверждают обоснованные последствия перехода к принятию решительных мер, связанных с оптимизацией образовательных, материально-технических, финансовых и интеллектуальных ресурсов.

Issues of better access to higher education in various countries fit specific consistent patterns progressively as desired results are achieved. Our study shows successive stages of change in public demand for higher education and confirms justified consequences of transition to decisive actions pertaining to optimization of educational, material and technical, financial and intellectual resources.
