В последние годы в России стала популярной идея о shared governance, или участия в управлении университетом (УУУ), которое видится как один из механизмов эффективного управления в высшей школе. В отечественной литературе предлагаются различные варианты перевода данного термина, включая «разделенное» и «совместное» управление. Однако, несмотря на множество упоминаний, механизмы и практики конструирования эффективного УУУ, используемого сегодня передовыми университетами мира, оказываются недопонятыми в российском контексте. Перед теми, кто хотел бы ввести УУУ в своем университете, встают вопросы, что есть «участие в управлении» и как оно работает на практике. В статье предлагается рассмотреть существующие в литературе интерпретации модели УУУ, ее основополагающие принципы и основных акторов и обсудить воздействие на эффективность работы университета. Данная статья написана по результатам сравнительного социологического исследования, проведенного Европейским университетом в Санкт-Петербурге по заказу ФГАНУ «Социоцентр» в 2015 г. Проект был посвящен анализу систем управления в американских, европейских и российских университетах - участниках Проекта «5-100». В данной статье представлен анализ зарубежных работ, рассматривающих становление и развитие модели УУУ в западном контексте, и обсуждение преимуществ и недостатков указанной модели. В заключение приводится оценка эффективности использования модели УУУ в современном университете. Делается вывод о многообразии интерпретаций данной модели, которые необходимо учитывать при ее переносе в другой институциональный контекст и адаптации в российских условиях.</p></abstract><trans-abstract xml:lang="en"><p>This conceptual article discusses models of modern university governance. Lately Russia witnesses the growing popularity of shared governance which is seen as one of effective governance models at universities. Russian researchers suggest different interpretations of this concept, including divided governance. Despite widespread usage of shared governance among university administrators, mechanisms and practices of effective governance remain unclear in Russia. Those who are willing to introduce shared governance at their universities face questions of what is shared governance and how it operates in everyday life. This article will analyze existing interpretations of shared governance, its main values and actors. It will also consider its impact on university efficiency and productivity. This article is based on the results of research project implemented by the European University in St. Petersburg in 2015. The project aims to analyze governance models at selected Western and Russian universities. This article presents the conceptual discussions on shared governance in academic studies and reflects on benefits and costs of this model. In the conclusion, the potential impact of shared governance on university efficiency will be considered.
