В статье обоснована необходимость разработки инструментария оценки обеспеченности и содержания имущественного комплекса образовательных организаций с использованием нормативно-подушевого подхода, в соответствии с которым на данный момент рассчитывается и доводится финансовое обеспечение выполнения государственного задания. Данная проблема решается путем использования нормативно-подушевого подхода, так как в нормативных затратах на одного студента значительная часть затрат отводится на содержание имущества учебного заведения, однако при этом не учитываются существенные различия в имущественных комплексах вузов. Предложен калькулятор позволяющий проводить модельные расчеты затрат на содержание 1 м2 имущества по стоимостным группам, уровням подготовки и формам обучения и обеспеченности имущественным комплексом и расчет фактических затрат на содержание 1 м2 недвижимого имущества по стоимостным группам, уровням подготовки и формам обучения и обеспеченности имущественным комплексом. Данный инструмент был апробирован в Южном федеральном университете. В результате проведенного анализа по средствам применения калькулятора обоснована необходимость определения нормативов обеспеченности объектами недвижимого имущества на одного обучающегося в разрезе стоимостных групп. Использование калькулятора в деятельности образовательной организации позволит провести анализ фактического состояния и определить необходимое обеспеченности имущественным комплексом, на основании которого могут быть приняты эффективный управленческие решения в отношении управления имущественным комплексом.
The article substantiates the need to develop tools and provide an assessment of the contents of the property complex of educational institutions with regulatory and per capita approach, according to which, at the moment, is calculated and reported financial support for the state order. This tool has been tested in the Southern Federal University. As the result of conducted analysis with the use of a calculator we substantiate the necessity of security standards of real estate objects per student, in the context of cost groups. Using the calculator in the educational organization will allow for analyzing the actual state and what is necessary for running the property complex on the basis of which effective management decisions can be taken regarding the management of the property complex.
