На основе качественного и углубленного анализа промежуточных отчетов 36 университетов, выбранных для участия в данном проекте, обнаружен эффект влияния вуза – участника проекта на местное экономическое и социальное развитие, вследствие чего повышается базовая конкурентоспособность местных органов власти и должностных лиц. Текстовый анализ отчетов 8 местных правительств показал, что основными способами продвижения ими проекта «Первоклассные университеты и специальности международного уровня» являются инвестиции средств и привлечение талантов. Результаты исследования свидетельствуют, что в условиях ограниченности государственных источников финансирования конкурентное поведение местных органов власти при реализации этого проекта приводит к эффекту Мэтью. Заключается данный эффект в том, что вузы, отобранные для реализации проекта «Первоклассные университеты и специальности международного уровня», развиваются лучше, так как получают больше ресурсов, тогда как развитие обычных вузов замедляется, поскольку они оттеснены от ресурсов. Исходя из этого автором выдвигается следующее предложение: Центральное правительство должно на макроуровне вмешиваться в конкурентное поведение местных органов власти.</p></abstract><trans-abstract xml:lang="en"><p>This paper discusses the influence of local governments over the realization of «Double First-Class» project in China. Based on the qualitative analysis of 36 universities’ mid-term reports, the spillover effect on local economic and social development was found to be enhancing the core competitiveness of local governments. Text analysis of eight local governments’ «Double First-Class» implementation reports showed that the way of their promoting the «Double First-Class» construction were investment and talent introduction. The local participation in the «Double First-Class» competition under the constraint of national financial resources leads to the Matthew effect of university development. Universities selected for «Double First-Class» will get more resources and develop better, while other universities will be left behind.
